problems at the Colombo harbor; the most logical solution








The protests we saw at Hambanthota has come to Colombo; from one harbor to another. Protests headlined by leftist political leaders gathered in the streets of Colombo and went through the usual process, marching along the streets with placards, trying to enter the barricaded office knowing well that entry will be denied, pushing temporary barricades and being subjected to  water cannons will end the days episode. 
Leaders would make fierce speeches about selling state resources, imperialism, and many injustices done to poor people, disband and go away. 
Watching this process on the TV reminded me, once asking a manager in the port about two container terminals operating those days in the Colombo port. Jaya terminal was government owned and the other was managed by a private company. I was trying to compare the working of the two to just to get an idea.
I was told, that private company charges about twice the fee for handling of a container that Jaya terminal. Something like 50 $ to 25 $, I am not too sure of the figures, but I remember it was double. So I was curious to know the comparison of number of ships calling to both platforms because according to free market theory no ship should call on private jetty.
Shockingly, the private jetty was receiving more ships despite the much lower fees.  I didn’t get a satisfactory answer for the reason for this inconsistency, but I felt it is the efficiency of the private sector management over that of state.
Now these current protests, I guess,  must be on an extra terminal in addition to those two. So if the government is genuine on looking for best returns for the nation from this asset they should be going through following process.
Asses the income they would get from this new terminal, if they run it. This can be calculated from the financial performance of the jaya terminal 
Estimate the investment needed to build and equip the terminal
See whether project is financially viable for the state to undertake from above two figures.
If viable set up a local syndicate to raise money through financial instruments like bonds, shares etc
If not viable call tenders and hand over the management to internationally reputed terminal operator.
If unions don’t agree tell them to operate the terminal 
This should satisfy even the hardest of the leftists, union leaders or self appointed  patriots, I suppose

interest groups in PMCs issue

Because of yesterdays court decision and subsequent wide discussions of various aspects of it  in social media,  I tried to analyze the different interest groups that are involved in this issue. I could count list 11 groups with various reasons, but was not able to ascertain the exact reasons for their opposition for some groups and reason for languid  inaction by some groups who should support PMCs.
1. Inter university students union- it is very difficult to comprehend their fierce resistance.  probably combination of, misguided communist ideals, and being in   rare position to assist medical students who  have slightly elevated position in university students natural order.
2. Left leaning political parties-  They feel state control is the proper and only  way  and giving into private sector is betrayal of their principles 
3. Medical students – obvious reasons are competition and fear that doctors from PMCs would be posh and will have better opportunities with better fluency of English
4. Combined opposition- just a another weapon to discredit the government
5. General public – this is the group that will gain most if PMCs are allowed. But they just stay like a deaf elephant either because they are ignorant of the damages that the absence is causing the nation or they are scared of the unions
6. Doctors union- supply and demand , 
7. Parents of PMC students- obvious reasons
8. Students in PMCs – obvious reasons
9. Students and parents in international schools – they should be fighting on the side of PMCs because they will never get berths in state universities, but they are strangely silent on the issue
10. Right leaning political parties- like general public right wing parties are also , are not trying to explain why the nation should have PMCs
11. Aged yesteryears leftists who are disgruntled – they don’t like private anything

විලංගු ගැලවුණි. මඟ හොඳට පෙනේ නම් කිම බැදිවල යන්නේ.






ඊයේ නැවත වරක් ශ්‍රී ලංකාවේ අධිකරණය ජනතාවාදීභාවය ඉස්මතු වුනි. ඔවූහු නිවැරදි එමෙන්ම පැහැදිලි තීරනයක් දුන්නහ. 

මුළු ලෝකයේම රජයේ නොවන විශ්ව විද්‍යාල උසස් අධ්‍යාපනයෙහි ඉහලම ආයතන බිහි කරමින් ඒවා දැනුමේ කේන්ද්‍රස්ථාන බවට පත් කරමින් විශ්ව ගම්මානාය් දිනෙන් දින ඉදිරියට ගෙන යද්දී අපි වලේ වැටී මේ මඩ වල ලෝකය යැයි සිතා ගෙන සිටියෙමු. 

අපේ පුද්ගලික විශ්ව විද්‍යාල ඇතිවීම නවතා අපේ දුප්පත් අම්මලා ගෘහ සේවිකාවන් ලෙස හම්බ කරමින් රටට එවන ඩොලර් කෝටි ගනන් පිටරට යවමින් මධ්‍යම පන්තියේ දරුවන් පිටරට වලට යවා ඉගැන්නුවෙමු. දියුණු රටවලට පමණක් නොව බංගලාදේශය, නේපාලය වැනි අපට වඩා දියුණුවෙන් බොහෝ පහතින් සිටින රටවලට පවා සිසුවෙකුට කෝටියක් පමන මුදලක් ගෙවා සිසුන් යැව්වෙමු. 

සාමාන්‍යයෙන් ලෝකයේ ඕනෑම තැනක වඩාත් කාර්යක්ෂමව සේවා සපයන්නේ පුද්ගලික අංශය බව සියලු දෙනා පිලි ගනිති. හොඳම උදාහරණ දෙකක් ඇස් පනා පිටම තිබේ. ස.තො.ස සහ ෂුඩ්සිටි එක, සී.අයි.සී සහ රජයේ ගොවිපළත් හොදම උදාහරණය.  

අපට, ජනතාවට අවශ්‍ය දොස්තරවරුන්ය. රජයේ වෛද්‍ය විද්‍යාල හරහා ලැබෙන විට එක් වෛද්‍යවරයෙකුට රුපියල් කෝටියක් පමන අපේ අහිංසක ජනතාවගේ මුදලින් ගෙවිය යුතුය. පුද්ගලික වෛද්‍ය විද්‍යාලයක් හරහා ලබා ගන්නා විට අපට දොස්තරවරු ලැබෙන්නේ නොමිලේය. 

මෙම ප්‍රශ්නයේදී ජනතාවට උදව් කරන්නට ඕනෑ නම්; වාමාංශික දේශපාලන පක්ෂ වේවා. වෘතීය සමිති වේවා, දේශමාමකයන් වේවා, වියෝවෘධ කොමියුනිස්ට්කාරයන් වේවා, සටන් කල යුත්තේ රජයේ සෞඛ්‍ය සේවයට එක්වන වෛද්‍යවරුන් වැඩිකර ගැනීමටය. අපේ ජනතාවගේ සීමිත සම්පත් වියදම් නොකර නොමිලේ වැඩිකර ගන්නට පුලුවන් නම් එය වඩාත් හොදය. ඇත්තෙන්ම අප ඉල්ලා සිටිය යුත්තේ පුද්ගලික වෛද්‍ය විද්‍යාල වසා දැමීම නොවේ. ඒවායෙන් බිහිවන වෛද්‍යවරුන්ගේ ප්‍රමිතිය ලංකාවේ හැටියට හැකි තරම් ඉහලින් තබා ගැනීමටය. 

දැන් අධ්‍යාපනය නොයෙකුත් විකාර අදහස් දරන්නන් ගෙන් උසාවිය විසින් නිදහස් කර දී ඇති හෙයින් ඇත්තෙන්ම ජනතාවගේ සෞඛ්‍ය සේවය පිළිබඳව ඇත්තෙන්ම උනන්දු වන්නන් විසින් කල යුත්තේ කුමක්ද? 

මා හිතන්නේ පහත සදහන් පියවර කාලෝචිත වන බවය. 

  • සියලුම රජයේ වෛද්‍ය විද්‍යාල සහ දැනට තිබෙන හා ඉදිරියේදී ඇතිවන පුද්ගලික වෛද්‍ය විද්‍යාල වලට පොදු අවසාන පරීක්ෂනයක් පැවැත්වීම. 
  • තවත් මෙය සරල කිරීමට විදේශීය පුහුණුව ලබා පැමිණෙන සිසුන්ටද මේ විභාගයටම පෙනී සිටීමට සැලැස්වීම. 
  • සෑම පුද්ගලික වෛද්‍ය විද්‍යාලයකටම ප්‍රධාන රෝහලක් සම්බන්ධ කර එම රෝහලේ සාමාන්‍ය නඩත්තු කටයුතු එම පුද්ගලික රෝහල ලවා කරවීම. 
  • විදේශීය සිසුන් ඇතිවන පුද්ගලික විශ්ව විද්‍යාල වලට ගෙන්වා ගැනීම ධෛර්යමත් කිරීම. 
  • පුද්ගලික වෛද්‍ය විද්‍යාල වලට යන්නට ඕනෑකම සහ සුදුසුකම් තිබෙන එහෙත් මුදල් නොමැති සිසුන්ට බැංකු වලින් ණය යෝජනා ක්‍රමයක් ඇතිකිරීම සහ රැකියාව ලැබුනු පසු එම ණය මුදල ගෙවා අවසාන වනතෙක් රජයේ රැකියා අනිවාර්යය කිරීම. 


මෙම වැඩ පිලිවෙල අනුගමනය කලහොත් අපේ රටේ දළ වාර්ෂික ජාතික ආර්ථික වර්ධනය අඩුම තරමින් 5% කින් වත් වැඩිවනු ඇත. ඩොලර් බිලියනයකටත් වැඩියෙන් විදේශ විනිමය අමතරව ලැබෙනු හෝ ඉතිරිවනු ඇත. 

ඇතතෙන්ම අධ්‍යාපනය නිදහස් කල පියා කවුරුදැයි අපට සොයන්නට සිදුවන්නේ එවිටය.

A1 highway , bullock carts and Gongalegoda Banda

In mid nineteen century   foremost means of   goods transportation, in then Ceylon, was bullock carts and the busiest thoroughfare that conducted most of this transportation was Kandy Colombo road. 

Apparently there were close to 10000 bullock carts plying between Kandy and Colombo carrying coffee from Kandy to be shipped to other parts of empire. Theses carts on the return journey brought rice for the consumption of people in the interior and utensils for the coffee plantations in Kandyan   areas. 

Down the hills the carts could carry more weight and the usual load was 50 to 60 bushels of coffee. On the way back it was 20 bushels of rice if the consignment didn’t have any other cargo.

The average speed was 20 miles a day; that’s 1.3 km an hour. 

Imagine about 25 million kgs of coffee being brought for shipping , in an year , 60 bushels a cart, in a single lane road.  The road would have been bursting with carts moving either way.
This would have been an industry by itself, by any standard; About 20000 bullocks, 10000 carts, about 12000 directly employed and perhaps another 5000 living off  this mammoth  transport business indirectly. These numbers don’t do justice to scale of this operation now ,because at the time our population was only 1/12th of current population.
Logistics to support this massive operation  would have sprung up along the thoroughfare to cater for this industry. Eateries, sleeping quarters, water holes, courier services, gambling dens and so many other things  must have  thrived.

 In fact one of our national heroes, Gongalegoda Banda , the leader of the 1848 rebellion , was a product  of this  business. He. it appears had run a resting place for carts at Udunuwara, almost at the entrance to Kandy city ; hence Gongalegoda, corral or park  for bullocks. 
In 1869 coffee plantations and in turn the whole industry was devastated by a fungal disease known as coffee leaf rust. The whole transport empire would have collapsed too, within an year or too , wrecking havoc among thousands of families connected with transportation of coffee and the new class of local entrepreneurs who were the transport contractors for coffee merchants in Colombo. 
  Kandy Colombo road has seen many improvement to it since then; it has been widened, carpeted, bypassed in some places and  many bridges have been built, but one conspicuous feature from  those era still remains. 

That is  the bends ;hairpin and lesser ones , the roads that were  built circular to avoid steepness, even tiny ones, because bullock carts cannot climb, are still being retained, even though present day vehicles are  much more powerful than carts and there is no need to keep those bends to avoid climbs, at least the minor ones.

And most of the traffic slowdowns; painfully slow ones, these days, take place at these bends, especially if you are stuck behind a overloaded lorry or container trailer.
Probably they are being retained , because our engineers and planners are nostalgic about the coffee era or for some reason longer the roads happier they are.

රාජ්‍ය සම්පත් යනු මොනවාද? What are these state resources? (dual language blog)

These days we hear many slogans, mostly from opposition political parties. In that aspect, of the opposition political parties world over , our opposition is completely different to that of other democratic countries, not only compared  to developed countries, but even developing countries like India and Pakistan as well.
The difference is a new phenomenon, even  Srilanka. In democratic countries you have elections after about five years, 4 in USA , leader of the free world and 5 or 6 here; we are not too sure. Because many of our head of states have shown a tendency to  stay little longer at the end of their terms or  at least to make an attempt. We have press conferences on daily basis ,stage protests like monthly basis and  mobilize their supporters frequently for mass rallies in the capital or a provincial city disrupting commerce, public transport and day to day life.
These days most reiterated and screeched aloud,  slogan, on those rallies and press conferences is the selling of state resources, (රාජ්‍ය සම්පත්) , I hope the meaning is not lost in translation to Sinhala , like many political terms these days (president – ජනාධිපති).  In order to understand  what the opposition meant by this demand for stop selling state or national resources , we should first understand what is a national resources. Resource has many meanings, depending on who owns it ,  for an individual ,  his  abilities or capacities that can be drawn  on, in time of need are considered resources. 
Our inquiry is of course state resources. It is a source of help   for the nation’s economic, political or military needs. These resources may already being drawn on  or have the potential to be drawn when needed. So in this context what are our nation’s resources?
Human  resources – because this resource is the biggest foreign exchange earner for the nation
Beaches, ruins, tropical forests, wild elephants and mild climate  – tourism
Being an Island- fish and other marine resource , mostly potential
Rivers – power generation and agriculture
Geographical position- Being at the center of Indian ocean , 20 kms away from one of the world’s biggest consumer markets
Trincomalee harbor – second biggest natural harbor in the world with depths that are not available in many harbors 

I may have missed few less significant ones but this can’t be far away from the comprehensive list. I suppose. On the other hand there are many other sources that act as liabilities to  nations or even individuals;  opposite of resource, debts or liabilities. Lets attempt at making a another list of sources  that are opposite of resources; minus resources. 
Government business undertakings that lose money – we have many , much more than many other nations, like Srilankan air lines
Public utilities that lose money – like SLTB or Railway
Extremely inefficient public education system- not producing youth with appropriate training and education for taking up challenges proffered by   global economy today
Inefficient and heavily overloaded government service- so called big government
Corruption and waste in government
Too many strikes, protests and marches – discourage FDI and tourism
Extremely slow court  system

If you scrutinize these two lists carefully, you will see that many of above resources cannot be sold, they can only be mobilized or exploited to garner best possible returns the nation. And many others in the liability list should be revamped with assistance of private sector or sold outright to public sector to make them more effective or more efficient.

You will be surprised to see, which list, has most of  those so called state resources  that many groups are demanding , should not be gotten rid of. 



මේ දිනවල අපට බොහෝ සටන් පාඨ අසන්නට ලැබේ. ඒ පැත්තෙන් ලෝකයේ අනෙකුත් ප්‍රජාතන්ත්‍රවාදී ආණ්ඩුක්‍රමයක් තිබෙන රටවලට වඩා අපි හාත්පසින්ම වෙනස්ය. දියුණු රටවලට පමණක් නොව, ඉන්දියාව, පකිස්ථානය වැනි දියුණුවන රටවලටත් වඩා අප වෙනස්ය. 

මේ වෙනස ලංකාවේ අපටත් අළුත් දෙයකි. ප්‍රජාතන්ත්‍රවාදී රටවල ඡන්ද පැවැත්වෙන්නේ සාමාන්‍යයෙන් අවුරුදු පහකට වරක් පමණය; නිදහස් ලෝකයේ නායකයා යැයි කියන එක්සත් ජනපදයේ එය සිදුවන්නේ අවුරුදු හතරකට වරකි. නමුත් අපේ අවුරුදු 5/6 ක් එය සිදුවෙයි. නොයෙකුත් රාජ්‍ය නායකයින් තමන්ගේ දූර කාලය අවසානය ලගා වන විට, තම දූර කාලය තරමකින් හෝ වැඩිකර ගන්නට උත්සාහ කිරීම මෙයට හේතුවයි. 

අපට ප්‍රවෘත්ති සාකච්ඡා දිනපතා පාහේම උද්ගෝෂන මාසයකට කිහිපයක්ද, එලෙසම නිතරම පාහේ තමන්ට සහයෝගය දක්වන්නන් එක් තැනකට එකතුකර බලය පෙන්වීම දක්නට ලැබේ. 

මෙවැනි අවස්ථාවන්හිදී වැඩියෙන්ම කෑ ගසන එලෙසම වැඩියෙන්ම පෙන්වන සටන් පාඨය රාජ්‍ය සම්පත් නොවිකුණන ලෙස ඉල්ලීමයි. මේ රාජ්‍ය සම්පත් නොවිකුණන ලෙස ඉල්ලීම හරියට තේරුම් ගැනීමට නම් අප මෙතනදී රාජ්‍ය සම්පත් යනු මොනවාදැයි පරීක්ෂා කර බැලිය යුතුය. ඇත්තෙන්ම ඒවායේ අයිතිකරුවන් කවුරුන්දැයි යන්න අනුව සම්පත් කුමන ගණයට වැටෙන්නේදැයි දැනගත හැක්කේය. 

උදාහරණයක් වශයෙන් පුද්ගලයෙකුගේ සම්පත් යනුවෙන් අදහස් වන්නේ ඔහුට ඇති අවශ්‍යතාවයකදී උපයෝගී කරගත හැකි හැකියාවන් සහ දක්ෂතාවයන්ය. නමුත් අපි මේ අවස්ථාවේ උත්සාහ කිරීමට යන්නේ රාජ්‍ය සම්පත් පිලිබඳවය. එය රාජ්‍යයක එසේත් නැත්නම් ජාතියක ආර්ථික දේශපාලන හෝ යුධමය අවශ්‍යතාවයන් සදහා උපයෝගී කරගත හැකි උදව්ය. එසේත් නැත්නම් සම්පත්ය. ඒවා අප දැනටමත් පාවිච්චි කරන හෝ එසේත් නැත්නම් පාවිච්චි කිරීමට විභවයක් ඇති සම්පත්ය. මේ ආකාරයට රටින් රටට ජාතික සම්පත් වෙනස් වන අතර, අපගේ ජාතික සම්පත් මොනවාදැයි දැන් ලැයිස්තු ගත කරන්නට උත්සාහ කරමු. 

  • ජනතාව - ජාතියට වැඩියෙන්ම විදෙස් විනිමය සොයා දෙන්නේ පිටරට, වැඩියෙන්ම මැදපෙරදිග රැකියා වලට යන්නන්ය. 
  • මුහුදු වෙරළ, නටබුන්, වැසි වනාන්තර, වල් අලි සහ සම දේශගුණය - සංචාරක ව්‍යාපාර.
  • දූපතක් වීම - ධීවර සහ සාගර සම්පත්.  
  • ගංගා සහ අනෙක් දිය පහර - විදුලිබල ජනනය සහ කෘෂිකර්මය. 
  • භූගෝලීය පිහිටීම - දල වශයෙන් ඉන්දියානු සාගරයේ මධ්‍යයෙහි ලෝකයේ විශාලතම වෙළඳපොලක් අතර පිහිටා තිබීම. 
  • ත්‍රීකුණාමල වරාය - ලෝකයේ දෙවෙනියට ලොකු ස්වාභාවික වරාය වන අතර, මෙහි ගැඹුර අනෙක් වරායවලට හිතන්නටවත් බැරිය.    
 ඉහත ලැයිස්තුවේ මට සමහර විට අප්‍රධාන කරුනු කිහිපයක් මග හැරෙන්නට පුලුවන් වුවද මෙය පරිපූර්ණ ලැයිස්තුවෙන් වෙනස් වන්නට ඉඩක් නැත. දැන් අපි ඉහත ලැයිස්තුවේ අනික් පැත්ත එසේත් නැත්නම් අපේ රටේ ජාතික අසම්පත් මොනවාදැයි බලමු. 


  • අතිශය පාඩු ලබන රජයේ ව්‍යාපාර - ලංගම සහ දුම්රිය වැනි. 
  • ඉතාමක් අකාර්යක්ෂම පොදු අධ්‍යාපන ක්‍රමය - කාලයට ගැලපෙන අධ්‍යාපනයක් සහ පුහුනුවක් ඇති තරුණ තරුණියන් ඇති කරන්නට අපොහොසත් වීම. 
  • අකාර්යක්ෂම සහ අති විශාල රාජ්‍ය සේවය. 
  •  රජයේ දූෂන සහ නාස්තිය. 
  • අධික වැඩ වර්ජන, උද්ගෝෂන සහ පෙලපාලි - පිටරටින් එන ආයෝජන සහ සංචාරක ව්‍යාපාරයට වල කැපීම. 
  • ඉතාමත් කල්ගත වන යුක්තිය පසදලීමේ ක්‍රම. 


අපි ඉහත ලැයිස්තු දෙක ප්‍රවේශමෙන් පරීක්ෂා කර බැලුවහොත් මුල් ලැයිස්තුවේ තිබෙන කිසිවක් විකුනන්නට නොහැකි ඒවා බව පැහැදිලිය. ඒවායෙන් අපට කල හැක්කේ කාර්යක්ෂමව කලමනාකරණය කර ලබාගත හැකි හොදම ප්‍රතිපල ජාතියේ උන්නත්තිය සදහා යෙදවීමයි. 

අසම්පත් ලැයිස්තුවේ ඇති ක්‍රියාකාරකම් ඇත්තෙන්ම හැකි අයුරෙන් විකුණා දැමීම හෝ පුද්ගලික අංශයේ දක්ෂතාවයන්ද යොදවා කාර්යක්ෂමව කලමනාකරණය කිරිමයි. 

වැඩියෙන් විකුනා දැමිය යුතු හෝ කෝවක දමා මැකවිය යුතු ක්‍රියාකාරකම්  හෝ සම්පත් වැඩියෙන් තිබෙන  ලැයිස්තුව ඇත්තෙන්ම අප පුදුම කරවයි.

ජනාධිපතිට ලිපියක් ලිව්වෙමි.


ජනාධිපතිතුමා 
ශ්‍රී ලංකා ප්‍රජාතන්ත්‍රවාදී සමාජවාදී ජනරජය  
ගරු ජනාධිපතිතුමනි, 
පරිසර දූෂණය වැලැක්වීම. 

ඔබතුමා ජනාධිපති ධූරයට අමතරව පරිසරය පිළිබඳ අමාත්‍යාංශයේද වගකීම බාර ගැනීමෙන්ම පරිසරය යන විෂය කොතරම් වැදගත්දැයි පැහැදිලිය. ඒ නිසා ඒ ගැන අටුවාටීකා ලිවීමට අවශ්‍යතාවයක් නැත්තේය. පරිසරය, ආහාර, බල ශක්තිය, යහපාලනය, ජලය, ජාතික ආරක්ෂාව වැනි ජාතියේ ජීවනාලිය සම්බන්ධ ප්‍රධාන කාරණා හා සමානවම සාකච්ඡා කෙරෙන කාලයක් දැන් පැමිණ තිබීම අප ජාතික ඒ පිළිබද උනන්දුව මනාවට පෙන්වා දෙයි. 

එහෙත් අවාසනාවට කාරණය පරිසරය ගැන කථා කරන එමෙන්ම ක්‍රියාකාරී වන බොහෝ දෙනෙකු පරිසර දුෂණය ගැන කථා කරන විට තෝරා ගත් සමහර දූෂණ ගැන පමණක් කථා කිරීමයි. විල්පත්තුව ගැන කථා කරති. දිය ඇලි වලින් කුඩා ජල විදුලි බලය තැනීම ගැන කථා කරති. පස් කැපීම සහ ගඟෙන් වැලි ගොඩ දැමීම ගැන කථා කරති. මේ හැම දූෂණයක්ම යම් කිසි ආර්ථික ක්‍රියාකාරකමක් කරද්දී සිදුවන දූෂණයන් වේ. උදාහරණයක් වශයෙන් බෑවුමක ගලන ජලය හරස් කර විදුලිය නිපදවීමෙන් ඇත්තෙන්ම පොසිල ඉන්ධන පිලිස්සීම අඩු කරයි. එය පරිසර විනාශයද එලෙසින්ම අඩු කරයි. 

පරිසර දූෂණය අර්ථ දක්වා ඇත්තේ ස්වාභාවික පරිසරයට දූෂක ඇතුලු වීමෙන් සිදු වන අයහපත් වෙනස් වීම් ලෙසටය. එම දූෂණය රසායනික ද්‍රව්‍යයන් හෝ ශබ්දය, තාපය, ආලෝකය වැනි ශක්තියේ නොයෙකුත් ප්‍රබේදයන්ය.

 මෙලෙස යම් ආර්ථික අරමුණකින් ක්‍රියාත්මක වන අතරතුර සිදු වන පරිසර දූෂණයන් වලක්වන විට රැකියා අහිමිවීම් සහ සංවර්ධන වේගය අඩාලවීම් වැනි අයහපත් ප්‍රතිපල ඇතිවීම ස්වාභාවිකය. උදාහරණයක් වශයෙන් ගංගාවල වැලි ගොඩ දැමීමට සීමාවන් පැනවීමෙන් දහස් ගණනකට රැකියා අහිමි වන අතර, ඉදිකිරීම් කර්මාන්තය සීඝ්‍ර පසුබෑමකට ලක්වන බව නොකිවමනාය. 

එහෙත් මේ කිසිම ආර්ථික උපයෝගීතාවයක් නොමැති පරිසර දූෂකයක් නිසා ශ්‍රී ලංකාවේ පරිසරය ඉතාමත් දූෂණයට පත්වී බොහෝ පුරවැසියන් ආතතිය, අධික රුධිර පීඩනය වැනි නොයෙකුත් රෝග පීඩාවටද ගොදුරු කරයි. ඒ ශබ්ද දූෂණයයි. ශ්‍රී ලංකාවේ තරම් ශබ්ද දූෂණයෙන් පිරි රටක් මේ ලෝකයේම තිබෙනවාදැයි හිතන්නට අමාරු බව ඔබ තුමාත් පිලිගන්නා බව මට හොදටම විශ්වාසය. සමහර විට ඉන්දියාව අපට කිට්ටුවෙන් සිටින්නට පුලුවන. ලංකාවේ වාහන පාරවල්වල, විශේෂයෙන්ම බස් රථ මහ හඩින් ගිගුම් දෙන කන් අඩි පුපුරවා යන හෝන් ගසති. වරක් දෙවරක් නොව ගමනේ ආරම්භයේ සිට අවසන දක්වාම මේවා නාද කරති. 

ඉදිරියේ ඇති නැවතුමට මිනිසුන් ගෙන්වා ගැනීමට, අදුරන කෙනෙකු පාරේ දුටුවිට, ඉදිරියෙන් වාහනයක් දුටු විට, යාළු බස් රථ සමග පණිවිඩ හුවමාරු කරගැනීමට, තමා පසු පසින් රථවාහන පොලීසිය දැන්වීමට, බස් නැවතුමකින් මගීන් වැඩි ප්‍රමාණයක් දමා ගත් සතුටට සහ පෙනෙන්නට හෝ එසේත් නැත්නම් කිසිම හේතුවක් නොමැතිව බස් රථ රියදුරෝ හෝන් නාද කරති. 

මෙම නලා සාමාන්‍යෙයන් ශබ්දයක් ඇති විනීත නලා වූවා නම් මෙය දරා ගන්නට පුලුවන. එහෙත් මේ නාද කරන්නේ දශක ගණනකට පෙර පාරේ අලියන් එවීමට පාවිච්චි කරන්නේ යැයි එකල විහිලුවට කිවූ හෝන් වර්ගයකි. මේවායින් මුලු පලාතම දෙදුරුම් කන අතර, ඔබගේ සහෝදර පුරවැසියෝ මහත් ආතතියට පත්වෙති. රෝගාතුර වෙති. 
මෙවැනි දැඩි ශබ්ද නිසා ඇතුල් කනේ සංවේදී සැකිල්ලට තාවකාලික සහ ස්ථීර අලාභහානි සිදුවේ. ඇතුලත කනේ සිට මොළය දක්වා විදුලි සංඥා ගෙන යන කුඩා සෛල වලට අලාභහානි වූ විට ඒවාට සාමාන්‍ය ශබ්ද වල විදුලි සංඥා මොළයට ගෙන යාමට අපොහොසත් කරයි. 

මෙම මහත් විනාශකාරී දරුණු පරිසර හානිය වහාම වැලැක්විය යුත්තේය. මෙය නැති කිරිමෙන් කිසිම කෙනෙකුගේ රැකියාවක් නැති වෙන්නේ හෝ ආර්ථික ක්‍රියාවලියක් බිද වැටෙන්නේවත් නොමැති වීම මෙය පාලනය කිරීම තවත් පහසු කාරණයයි. 

මෙම ශබ්ද දූෂණය පාලනය කිරීමට ඉතාමත් පහසුය. ඒ සදහා කල යුත්තේ වාහනවල නලාවන් සදහා ශබ්ද උපරිමයක් නියම කිරීමයි.  වාහනයකට යම් දුරක සිට; අඩි දහයක් පමණ දුරින් ශබ්ද තීව්රතාවය මැනීමේ උපකරණයක් තබා නලාව නාදය කර සීමාව පසුකරත්දැයි පරීක්ෂා කිරීම කල හැක. දැන් අලුත් ස්මාර්ට් දුරකථන වලට පවා මෙම හැකියාව ඇති ඇප්ලිකේෂන් එකකුත් වෙළඳ පොලට නිකුත් කර තිබේ. ඒ නිසා මෙවැනි මානයක් රුපියල් 10,000 ට වඩා මිළ වන්නේ නැත. මුලු ලංකාව පුරාම රථවාහන පොලීස් නිලධාරීන්ට මෙම උපකරණ දෙක බැගින් ලබා දුන්නේ වුවද ලොකු මුදලක් වැය වන්නේ නැත. 

මෙම මහා පරිසර දූෂනයෙන් ඔබ සහෝදර පුරවැසියන් ඉතා ඉක්මනින් ගලවා දෙන මෙන් කරුණාවෙන් ඉල්ලා සිටිමි.

I saw a monitor on a Kithul  tree today 

I saw a monitor, a small one on a kithul  tree today. It was sun bathing on a midrib of a leaf close to the leaf base. An unusual place because it was on the top of the tree that is about 20 feet tall. I didn’t know that monitors are arboreal; can climb trees until I saw this. 
Monitors were part of the daily life of rice  farmers those days when we were growing up. That is because monitors eat rice field crabs and rice field crabs are one of the foremost enemies of the rice farmers especially in mountainous region. I remember we were told that monitor is considered a friend of rice farmer because of this eating habits of it and it is sort of protected animal because of that but I am not too sure about that now.
Rice crabs are a menace those days because they used to make tunnels on the weirs between rice fields thereby making it difficult for the farmers to retain water in the fields.
So every morning somebody, mostly the young son of the family, has to walk on each weir to see whether crabs have dug up tunnels and if they have, to block them by stepping on the mouth of the tunnel and push it until it is squarely blocked. If it is big one he has to bring some clay from edge of the field and fill the hole before pushing the clay with the sole until the tunnel is completely sealed. 
I think the crabs saved themselves from Monitors; very active and strong and robust carnivorous , by digging  in to  narrow tunnels where monitors cannot access. And the tunnels were like a maze, the entrance from the upper field to the exit in the lower one would be meters away from one another.
But when we were growing up, in a certain era ,rice crabs were annihilated, within a very short period of time , and I wouldn’t think  a single crab can be found , as the villages used to say ‘even for medicinal purpose’ in where we live, although the extent of rice fields have not diminished in size at all.
The cause for total annihilation was introduction of pesticide and weedicide in the rice farming. It made rice farming much economical and efficient. Crab holes in the weirs became a thing in the past, and with them monitors also disappeared, either because they were also poisoned being on the higher plane of the food chain or because they lost their staple food source.
This is why seeing a monitor on a Kithul tree was unusual today. 
Monitors in other countries have different uses. They are kept as pets by people who like reptiles. In fact Monitors have become a staple in the reptile pet trade. The most commonly kept monitors apparently are the savannah monitor and Ackies monitor; due to their relatively small size,low cost and relatively calm disposition.
Other uses of monitors for people  include medicinal purposes; in some parts of Pakistan their flesh is eaten for the relief of rheumatic pain and abdominal fat is used as salve for skin infection. In South India and Malaysia monitors tongue and liver is eaten as an aphrodisiac it seems. They must be already extinct in their, I suppose. 
Here , other than being formerly of rice growers friend, monitors I have never heard of being of any use to us except for, in this report written by a British civil Officer Mr Morris during British period as included in Teenent’s natural history.
‘The skillfulness of the Singhalese in their preparation of poisons, and their addiction to using them, are unfortunately notorious traits in the character of the rural population. Amongst these preparations, the one which above all others excites the utmost dread, from the number of murders attributed to its agency, is the potent kabara – tel.’
He goes on ‘In the preparation of this mysterious compound, the unfortunate Kabara – goya is forced to take a painfully prominent part. The receipt, as written down by a Kandyan, was sent to me from Kornegalle, by Mr. Morris, the civil officer of that district; and in dramatic arrangement it far outdoes the cauldron of Macbeth’s witches. The ingredients are extracted from venomous snakes, the cobra de capello, the Carawilla, and the Tic – polonga, by making incisions in the head of these reptiles and suspending them over a chattie to collect the poison as it flows. To this, arsenic and other drugs are added, and the whole is “boiled in a human skull, with the aid of the three Kabara – goyas, which are tied on three sides of the fire, with their heads directed towards it, and tormented by whips to make them hiss, so that the fire may blaze. The froth from their lips is then added to the boiling mixture, and so soon as an oily scum rises to the surface, the kabara – tel is complete.”
I don’t think there is a poison as potent as this anywhere in the world!

 ඊයේ පෙරේදා මම නිවිති පැළයක් පිළිබඳව පෝස්ට් දෙකක් දැම්මෙමි. එහිදී නිමිතිවල ඇති යකඩ පිළිබඳව සාකච්ඡාවක් ඇතිවූ අතර මෙතුළ මා මිත්‍ර වෛද්‍යවරයෙක්...
