විලංගු ගැලවුණි. මඟ හොඳට පෙනේ නම් කිම බැදිවල යන්නේ.






ඊයේ නැවත වරක් ශ්‍රී ලංකාවේ අධිකරණය ජනතාවාදීභාවය ඉස්මතු වුනි. ඔවූහු නිවැරදි එමෙන්ම පැහැදිලි තීරනයක් දුන්නහ. 

මුළු ලෝකයේම රජයේ නොවන විශ්ව විද්‍යාල උසස් අධ්‍යාපනයෙහි ඉහලම ආයතන බිහි කරමින් ඒවා දැනුමේ කේන්ද්‍රස්ථාන බවට පත් කරමින් විශ්ව ගම්මානාය් දිනෙන් දින ඉදිරියට ගෙන යද්දී අපි වලේ වැටී මේ මඩ වල ලෝකය යැයි සිතා ගෙන සිටියෙමු. 

අපේ පුද්ගලික විශ්ව විද්‍යාල ඇතිවීම නවතා අපේ දුප්පත් අම්මලා ගෘහ සේවිකාවන් ලෙස හම්බ කරමින් රටට එවන ඩොලර් කෝටි ගනන් පිටරට යවමින් මධ්‍යම පන්තියේ දරුවන් පිටරට වලට යවා ඉගැන්නුවෙමු. දියුණු රටවලට පමණක් නොව බංගලාදේශය, නේපාලය වැනි අපට වඩා දියුණුවෙන් බොහෝ පහතින් සිටින රටවලට පවා සිසුවෙකුට කෝටියක් පමන මුදලක් ගෙවා සිසුන් යැව්වෙමු. 

සාමාන්‍යයෙන් ලෝකයේ ඕනෑම තැනක වඩාත් කාර්යක්ෂමව සේවා සපයන්නේ පුද්ගලික අංශය බව සියලු දෙනා පිලි ගනිති. හොඳම උදාහරණ දෙකක් ඇස් පනා පිටම තිබේ. ස.තො.ස සහ ෂුඩ්සිටි එක, සී.අයි.සී සහ රජයේ ගොවිපළත් හොදම උදාහරණය.  

අපට, ජනතාවට අවශ්‍ය දොස්තරවරුන්ය. රජයේ වෛද්‍ය විද්‍යාල හරහා ලැබෙන විට එක් වෛද්‍යවරයෙකුට රුපියල් කෝටියක් පමන අපේ අහිංසක ජනතාවගේ මුදලින් ගෙවිය යුතුය. පුද්ගලික වෛද්‍ය විද්‍යාලයක් හරහා ලබා ගන්නා විට අපට දොස්තරවරු ලැබෙන්නේ නොමිලේය. 

මෙම ප්‍රශ්නයේදී ජනතාවට උදව් කරන්නට ඕනෑ නම්; වාමාංශික දේශපාලන පක්ෂ වේවා. වෘතීය සමිති වේවා, දේශමාමකයන් වේවා, වියෝවෘධ කොමියුනිස්ට්කාරයන් වේවා, සටන් කල යුත්තේ රජයේ සෞඛ්‍ය සේවයට එක්වන වෛද්‍යවරුන් වැඩිකර ගැනීමටය. අපේ ජනතාවගේ සීමිත සම්පත් වියදම් නොකර නොමිලේ වැඩිකර ගන්නට පුලුවන් නම් එය වඩාත් හොදය. ඇත්තෙන්ම අප ඉල්ලා සිටිය යුත්තේ පුද්ගලික වෛද්‍ය විද්‍යාල වසා දැමීම නොවේ. ඒවායෙන් බිහිවන වෛද්‍යවරුන්ගේ ප්‍රමිතිය ලංකාවේ හැටියට හැකි තරම් ඉහලින් තබා ගැනීමටය. 

දැන් අධ්‍යාපනය නොයෙකුත් විකාර අදහස් දරන්නන් ගෙන් උසාවිය විසින් නිදහස් කර දී ඇති හෙයින් ඇත්තෙන්ම ජනතාවගේ සෞඛ්‍ය සේවය පිළිබඳව ඇත්තෙන්ම උනන්දු වන්නන් විසින් කල යුත්තේ කුමක්ද? 

මා හිතන්නේ පහත සදහන් පියවර කාලෝචිත වන බවය. 

  • සියලුම රජයේ වෛද්‍ය විද්‍යාල සහ දැනට තිබෙන හා ඉදිරියේදී ඇතිවන පුද්ගලික වෛද්‍ය විද්‍යාල වලට පොදු අවසාන පරීක්ෂනයක් පැවැත්වීම. 
  • තවත් මෙය සරල කිරීමට විදේශීය පුහුණුව ලබා පැමිණෙන සිසුන්ටද මේ විභාගයටම පෙනී සිටීමට සැලැස්වීම. 
  • සෑම පුද්ගලික වෛද්‍ය විද්‍යාලයකටම ප්‍රධාන රෝහලක් සම්බන්ධ කර එම රෝහලේ සාමාන්‍ය නඩත්තු කටයුතු එම පුද්ගලික රෝහල ලවා කරවීම. 
  • විදේශීය සිසුන් ඇතිවන පුද්ගලික විශ්ව විද්‍යාල වලට ගෙන්වා ගැනීම ධෛර්යමත් කිරීම. 
  • පුද්ගලික වෛද්‍ය විද්‍යාල වලට යන්නට ඕනෑකම සහ සුදුසුකම් තිබෙන එහෙත් මුදල් නොමැති සිසුන්ට බැංකු වලින් ණය යෝජනා ක්‍රමයක් ඇතිකිරීම සහ රැකියාව ලැබුනු පසු එම ණය මුදල ගෙවා අවසාන වනතෙක් රජයේ රැකියා අනිවාර්යය කිරීම. 


මෙම වැඩ පිලිවෙල අනුගමනය කලහොත් අපේ රටේ දළ වාර්ෂික ජාතික ආර්ථික වර්ධනය අඩුම තරමින් 5% කින් වත් වැඩිවනු ඇත. ඩොලර් බිලියනයකටත් වැඩියෙන් විදේශ විනිමය අමතරව ලැබෙනු හෝ ඉතිරිවනු ඇත. 

ඇතතෙන්ම අධ්‍යාපනය නිදහස් කල පියා කවුරුදැයි අපට සොයන්නට සිදුවන්නේ එවිටය.

A1 highway , bullock carts and Gongalegoda Banda

In mid nineteen century   foremost means of   goods transportation, in then Ceylon, was bullock carts and the busiest thoroughfare that conducted most of this transportation was Kandy Colombo road. 

Apparently there were close to 10000 bullock carts plying between Kandy and Colombo carrying coffee from Kandy to be shipped to other parts of empire. Theses carts on the return journey brought rice for the consumption of people in the interior and utensils for the coffee plantations in Kandyan   areas. 

Down the hills the carts could carry more weight and the usual load was 50 to 60 bushels of coffee. On the way back it was 20 bushels of rice if the consignment didn’t have any other cargo.

The average speed was 20 miles a day; that’s 1.3 km an hour. 

Imagine about 25 million kgs of coffee being brought for shipping , in an year , 60 bushels a cart, in a single lane road.  The road would have been bursting with carts moving either way.
This would have been an industry by itself, by any standard; About 20000 bullocks, 10000 carts, about 12000 directly employed and perhaps another 5000 living off  this mammoth  transport business indirectly. These numbers don’t do justice to scale of this operation now ,because at the time our population was only 1/12th of current population.
Logistics to support this massive operation  would have sprung up along the thoroughfare to cater for this industry. Eateries, sleeping quarters, water holes, courier services, gambling dens and so many other things  must have  thrived.

 In fact one of our national heroes, Gongalegoda Banda , the leader of the 1848 rebellion , was a product  of this  business. He. it appears had run a resting place for carts at Udunuwara, almost at the entrance to Kandy city ; hence Gongalegoda, corral or park  for bullocks. 
In 1869 coffee plantations and in turn the whole industry was devastated by a fungal disease known as coffee leaf rust. The whole transport empire would have collapsed too, within an year or too , wrecking havoc among thousands of families connected with transportation of coffee and the new class of local entrepreneurs who were the transport contractors for coffee merchants in Colombo. 
  Kandy Colombo road has seen many improvement to it since then; it has been widened, carpeted, bypassed in some places and  many bridges have been built, but one conspicuous feature from  those era still remains. 

That is  the bends ;hairpin and lesser ones , the roads that were  built circular to avoid steepness, even tiny ones, because bullock carts cannot climb, are still being retained, even though present day vehicles are  much more powerful than carts and there is no need to keep those bends to avoid climbs, at least the minor ones.

And most of the traffic slowdowns; painfully slow ones, these days, take place at these bends, especially if you are stuck behind a overloaded lorry or container trailer.
Probably they are being retained , because our engineers and planners are nostalgic about the coffee era or for some reason longer the roads happier they are.

රාජ්‍ය සම්පත් යනු මොනවාද? What are these state resources? (dual language blog)

These days we hear many slogans, mostly from opposition political parties. In that aspect, of the opposition political parties world over , our opposition is completely different to that of other democratic countries, not only compared  to developed countries, but even developing countries like India and Pakistan as well.
The difference is a new phenomenon, even  Srilanka. In democratic countries you have elections after about five years, 4 in USA , leader of the free world and 5 or 6 here; we are not too sure. Because many of our head of states have shown a tendency to  stay little longer at the end of their terms or  at least to make an attempt. We have press conferences on daily basis ,stage protests like monthly basis and  mobilize their supporters frequently for mass rallies in the capital or a provincial city disrupting commerce, public transport and day to day life.
These days most reiterated and screeched aloud,  slogan, on those rallies and press conferences is the selling of state resources, (රාජ්‍ය සම්පත්) , I hope the meaning is not lost in translation to Sinhala , like many political terms these days (president – ජනාධිපති).  In order to understand  what the opposition meant by this demand for stop selling state or national resources , we should first understand what is a national resources. Resource has many meanings, depending on who owns it ,  for an individual ,  his  abilities or capacities that can be drawn  on, in time of need are considered resources. 
Our inquiry is of course state resources. It is a source of help   for the nation’s economic, political or military needs. These resources may already being drawn on  or have the potential to be drawn when needed. So in this context what are our nation’s resources?
Human  resources – because this resource is the biggest foreign exchange earner for the nation
Beaches, ruins, tropical forests, wild elephants and mild climate  – tourism
Being an Island- fish and other marine resource , mostly potential
Rivers – power generation and agriculture
Geographical position- Being at the center of Indian ocean , 20 kms away from one of the world’s biggest consumer markets
Trincomalee harbor – second biggest natural harbor in the world with depths that are not available in many harbors 

I may have missed few less significant ones but this can’t be far away from the comprehensive list. I suppose. On the other hand there are many other sources that act as liabilities to  nations or even individuals;  opposite of resource, debts or liabilities. Lets attempt at making a another list of sources  that are opposite of resources; minus resources. 
Government business undertakings that lose money – we have many , much more than many other nations, like Srilankan air lines
Public utilities that lose money – like SLTB or Railway
Extremely inefficient public education system- not producing youth with appropriate training and education for taking up challenges proffered by   global economy today
Inefficient and heavily overloaded government service- so called big government
Corruption and waste in government
Too many strikes, protests and marches – discourage FDI and tourism
Extremely slow court  system

If you scrutinize these two lists carefully, you will see that many of above resources cannot be sold, they can only be mobilized or exploited to garner best possible returns the nation. And many others in the liability list should be revamped with assistance of private sector or sold outright to public sector to make them more effective or more efficient.

You will be surprised to see, which list, has most of  those so called state resources  that many groups are demanding , should not be gotten rid of. 



මේ දිනවල අපට බොහෝ සටන් පාඨ අසන්නට ලැබේ. ඒ පැත්තෙන් ලෝකයේ අනෙකුත් ප්‍රජාතන්ත්‍රවාදී ආණ්ඩුක්‍රමයක් තිබෙන රටවලට වඩා අපි හාත්පසින්ම වෙනස්ය. දියුණු රටවලට පමණක් නොව, ඉන්දියාව, පකිස්ථානය වැනි දියුණුවන රටවලටත් වඩා අප වෙනස්ය. 

මේ වෙනස ලංකාවේ අපටත් අළුත් දෙයකි. ප්‍රජාතන්ත්‍රවාදී රටවල ඡන්ද පැවැත්වෙන්නේ සාමාන්‍යයෙන් අවුරුදු පහකට වරක් පමණය; නිදහස් ලෝකයේ නායකයා යැයි කියන එක්සත් ජනපදයේ එය සිදුවන්නේ අවුරුදු හතරකට වරකි. නමුත් අපේ අවුරුදු 5/6 ක් එය සිදුවෙයි. නොයෙකුත් රාජ්‍ය නායකයින් තමන්ගේ දූර කාලය අවසානය ලගා වන විට, තම දූර කාලය තරමකින් හෝ වැඩිකර ගන්නට උත්සාහ කිරීම මෙයට හේතුවයි. 

අපට ප්‍රවෘත්ති සාකච්ඡා දිනපතා පාහේම උද්ගෝෂන මාසයකට කිහිපයක්ද, එලෙසම නිතරම පාහේ තමන්ට සහයෝගය දක්වන්නන් එක් තැනකට එකතුකර බලය පෙන්වීම දක්නට ලැබේ. 

මෙවැනි අවස්ථාවන්හිදී වැඩියෙන්ම කෑ ගසන එලෙසම වැඩියෙන්ම පෙන්වන සටන් පාඨය රාජ්‍ය සම්පත් නොවිකුණන ලෙස ඉල්ලීමයි. මේ රාජ්‍ය සම්පත් නොවිකුණන ලෙස ඉල්ලීම හරියට තේරුම් ගැනීමට නම් අප මෙතනදී රාජ්‍ය සම්පත් යනු මොනවාදැයි පරීක්ෂා කර බැලිය යුතුය. ඇත්තෙන්ම ඒවායේ අයිතිකරුවන් කවුරුන්දැයි යන්න අනුව සම්පත් කුමන ගණයට වැටෙන්නේදැයි දැනගත හැක්කේය. 

උදාහරණයක් වශයෙන් පුද්ගලයෙකුගේ සම්පත් යනුවෙන් අදහස් වන්නේ ඔහුට ඇති අවශ්‍යතාවයකදී උපයෝගී කරගත හැකි හැකියාවන් සහ දක්ෂතාවයන්ය. නමුත් අපි මේ අවස්ථාවේ උත්සාහ කිරීමට යන්නේ රාජ්‍ය සම්පත් පිලිබඳවය. එය රාජ්‍යයක එසේත් නැත්නම් ජාතියක ආර්ථික දේශපාලන හෝ යුධමය අවශ්‍යතාවයන් සදහා උපයෝගී කරගත හැකි උදව්ය. එසේත් නැත්නම් සම්පත්ය. ඒවා අප දැනටමත් පාවිච්චි කරන හෝ එසේත් නැත්නම් පාවිච්චි කිරීමට විභවයක් ඇති සම්පත්ය. මේ ආකාරයට රටින් රටට ජාතික සම්පත් වෙනස් වන අතර, අපගේ ජාතික සම්පත් මොනවාදැයි දැන් ලැයිස්තු ගත කරන්නට උත්සාහ කරමු. 

  • ජනතාව - ජාතියට වැඩියෙන්ම විදෙස් විනිමය සොයා දෙන්නේ පිටරට, වැඩියෙන්ම මැදපෙරදිග රැකියා වලට යන්නන්ය. 
  • මුහුදු වෙරළ, නටබුන්, වැසි වනාන්තර, වල් අලි සහ සම දේශගුණය - සංචාරක ව්‍යාපාර.
  • දූපතක් වීම - ධීවර සහ සාගර සම්පත්.  
  • ගංගා සහ අනෙක් දිය පහර - විදුලිබල ජනනය සහ කෘෂිකර්මය. 
  • භූගෝලීය පිහිටීම - දල වශයෙන් ඉන්දියානු සාගරයේ මධ්‍යයෙහි ලෝකයේ විශාලතම වෙළඳපොලක් අතර පිහිටා තිබීම. 
  • ත්‍රීකුණාමල වරාය - ලෝකයේ දෙවෙනියට ලොකු ස්වාභාවික වරාය වන අතර, මෙහි ගැඹුර අනෙක් වරායවලට හිතන්නටවත් බැරිය.    
 ඉහත ලැයිස්තුවේ මට සමහර විට අප්‍රධාන කරුනු කිහිපයක් මග හැරෙන්නට පුලුවන් වුවද මෙය පරිපූර්ණ ලැයිස්තුවෙන් වෙනස් වන්නට ඉඩක් නැත. දැන් අපි ඉහත ලැයිස්තුවේ අනික් පැත්ත එසේත් නැත්නම් අපේ රටේ ජාතික අසම්පත් මොනවාදැයි බලමු. 


  • අතිශය පාඩු ලබන රජයේ ව්‍යාපාර - ලංගම සහ දුම්රිය වැනි. 
  • ඉතාමක් අකාර්යක්ෂම පොදු අධ්‍යාපන ක්‍රමය - කාලයට ගැලපෙන අධ්‍යාපනයක් සහ පුහුනුවක් ඇති තරුණ තරුණියන් ඇති කරන්නට අපොහොසත් වීම. 
  • අකාර්යක්ෂම සහ අති විශාල රාජ්‍ය සේවය. 
  •  රජයේ දූෂන සහ නාස්තිය. 
  • අධික වැඩ වර්ජන, උද්ගෝෂන සහ පෙලපාලි - පිටරටින් එන ආයෝජන සහ සංචාරක ව්‍යාපාරයට වල කැපීම. 
  • ඉතාමත් කල්ගත වන යුක්තිය පසදලීමේ ක්‍රම. 


අපි ඉහත ලැයිස්තු දෙක ප්‍රවේශමෙන් පරීක්ෂා කර බැලුවහොත් මුල් ලැයිස්තුවේ තිබෙන කිසිවක් විකුනන්නට නොහැකි ඒවා බව පැහැදිලිය. ඒවායෙන් අපට කල හැක්කේ කාර්යක්ෂමව කලමනාකරණය කර ලබාගත හැකි හොදම ප්‍රතිපල ජාතියේ උන්නත්තිය සදහා යෙදවීමයි. 

අසම්පත් ලැයිස්තුවේ ඇති ක්‍රියාකාරකම් ඇත්තෙන්ම හැකි අයුරෙන් විකුණා දැමීම හෝ පුද්ගලික අංශයේ දක්ෂතාවයන්ද යොදවා කාර්යක්ෂමව කලමනාකරණය කිරිමයි. 

වැඩියෙන් විකුනා දැමිය යුතු හෝ කෝවක දමා මැකවිය යුතු ක්‍රියාකාරකම්  හෝ සම්පත් වැඩියෙන් තිබෙන  ලැයිස්තුව ඇත්තෙන්ම අප පුදුම කරවයි.

ජනාධිපතිට ලිපියක් ලිව්වෙමි.


ජනාධිපතිතුමා 
ශ්‍රී ලංකා ප්‍රජාතන්ත්‍රවාදී සමාජවාදී ජනරජය  
ගරු ජනාධිපතිතුමනි, 
පරිසර දූෂණය වැලැක්වීම. 

ඔබතුමා ජනාධිපති ධූරයට අමතරව පරිසරය පිළිබඳ අමාත්‍යාංශයේද වගකීම බාර ගැනීමෙන්ම පරිසරය යන විෂය කොතරම් වැදගත්දැයි පැහැදිලිය. ඒ නිසා ඒ ගැන අටුවාටීකා ලිවීමට අවශ්‍යතාවයක් නැත්තේය. පරිසරය, ආහාර, බල ශක්තිය, යහපාලනය, ජලය, ජාතික ආරක්ෂාව වැනි ජාතියේ ජීවනාලිය සම්බන්ධ ප්‍රධාන කාරණා හා සමානවම සාකච්ඡා කෙරෙන කාලයක් දැන් පැමිණ තිබීම අප ජාතික ඒ පිළිබද උනන්දුව මනාවට පෙන්වා දෙයි. 

එහෙත් අවාසනාවට කාරණය පරිසරය ගැන කථා කරන එමෙන්ම ක්‍රියාකාරී වන බොහෝ දෙනෙකු පරිසර දුෂණය ගැන කථා කරන විට තෝරා ගත් සමහර දූෂණ ගැන පමණක් කථා කිරීමයි. විල්පත්තුව ගැන කථා කරති. දිය ඇලි වලින් කුඩා ජල විදුලි බලය තැනීම ගැන කථා කරති. පස් කැපීම සහ ගඟෙන් වැලි ගොඩ දැමීම ගැන කථා කරති. මේ හැම දූෂණයක්ම යම් කිසි ආර්ථික ක්‍රියාකාරකමක් කරද්දී සිදුවන දූෂණයන් වේ. උදාහරණයක් වශයෙන් බෑවුමක ගලන ජලය හරස් කර විදුලිය නිපදවීමෙන් ඇත්තෙන්ම පොසිල ඉන්ධන පිලිස්සීම අඩු කරයි. එය පරිසර විනාශයද එලෙසින්ම අඩු කරයි. 

පරිසර දූෂණය අර්ථ දක්වා ඇත්තේ ස්වාභාවික පරිසරයට දූෂක ඇතුලු වීමෙන් සිදු වන අයහපත් වෙනස් වීම් ලෙසටය. එම දූෂණය රසායනික ද්‍රව්‍යයන් හෝ ශබ්දය, තාපය, ආලෝකය වැනි ශක්තියේ නොයෙකුත් ප්‍රබේදයන්ය.

 මෙලෙස යම් ආර්ථික අරමුණකින් ක්‍රියාත්මක වන අතරතුර සිදු වන පරිසර දූෂණයන් වලක්වන විට රැකියා අහිමිවීම් සහ සංවර්ධන වේගය අඩාලවීම් වැනි අයහපත් ප්‍රතිපල ඇතිවීම ස්වාභාවිකය. උදාහරණයක් වශයෙන් ගංගාවල වැලි ගොඩ දැමීමට සීමාවන් පැනවීමෙන් දහස් ගණනකට රැකියා අහිමි වන අතර, ඉදිකිරීම් කර්මාන්තය සීඝ්‍ර පසුබෑමකට ලක්වන බව නොකිවමනාය. 

එහෙත් මේ කිසිම ආර්ථික උපයෝගීතාවයක් නොමැති පරිසර දූෂකයක් නිසා ශ්‍රී ලංකාවේ පරිසරය ඉතාමත් දූෂණයට පත්වී බොහෝ පුරවැසියන් ආතතිය, අධික රුධිර පීඩනය වැනි නොයෙකුත් රෝග පීඩාවටද ගොදුරු කරයි. ඒ ශබ්ද දූෂණයයි. ශ්‍රී ලංකාවේ තරම් ශබ්ද දූෂණයෙන් පිරි රටක් මේ ලෝකයේම තිබෙනවාදැයි හිතන්නට අමාරු බව ඔබ තුමාත් පිලිගන්නා බව මට හොදටම විශ්වාසය. සමහර විට ඉන්දියාව අපට කිට්ටුවෙන් සිටින්නට පුලුවන. ලංකාවේ වාහන පාරවල්වල, විශේෂයෙන්ම බස් රථ මහ හඩින් ගිගුම් දෙන කන් අඩි පුපුරවා යන හෝන් ගසති. වරක් දෙවරක් නොව ගමනේ ආරම්භයේ සිට අවසන දක්වාම මේවා නාද කරති. 

ඉදිරියේ ඇති නැවතුමට මිනිසුන් ගෙන්වා ගැනීමට, අදුරන කෙනෙකු පාරේ දුටුවිට, ඉදිරියෙන් වාහනයක් දුටු විට, යාළු බස් රථ සමග පණිවිඩ හුවමාරු කරගැනීමට, තමා පසු පසින් රථවාහන පොලීසිය දැන්වීමට, බස් නැවතුමකින් මගීන් වැඩි ප්‍රමාණයක් දමා ගත් සතුටට සහ පෙනෙන්නට හෝ එසේත් නැත්නම් කිසිම හේතුවක් නොමැතිව බස් රථ රියදුරෝ හෝන් නාද කරති. 

මෙම නලා සාමාන්‍යෙයන් ශබ්දයක් ඇති විනීත නලා වූවා නම් මෙය දරා ගන්නට පුලුවන. එහෙත් මේ නාද කරන්නේ දශක ගණනකට පෙර පාරේ අලියන් එවීමට පාවිච්චි කරන්නේ යැයි එකල විහිලුවට කිවූ හෝන් වර්ගයකි. මේවායින් මුලු පලාතම දෙදුරුම් කන අතර, ඔබගේ සහෝදර පුරවැසියෝ මහත් ආතතියට පත්වෙති. රෝගාතුර වෙති. 
මෙවැනි දැඩි ශබ්ද නිසා ඇතුල් කනේ සංවේදී සැකිල්ලට තාවකාලික සහ ස්ථීර අලාභහානි සිදුවේ. ඇතුලත කනේ සිට මොළය දක්වා විදුලි සංඥා ගෙන යන කුඩා සෛල වලට අලාභහානි වූ විට ඒවාට සාමාන්‍ය ශබ්ද වල විදුලි සංඥා මොළයට ගෙන යාමට අපොහොසත් කරයි. 

මෙම මහත් විනාශකාරී දරුණු පරිසර හානිය වහාම වැලැක්විය යුත්තේය. මෙය නැති කිරිමෙන් කිසිම කෙනෙකුගේ රැකියාවක් නැති වෙන්නේ හෝ ආර්ථික ක්‍රියාවලියක් බිද වැටෙන්නේවත් නොමැති වීම මෙය පාලනය කිරීම තවත් පහසු කාරණයයි. 

මෙම ශබ්ද දූෂණය පාලනය කිරීමට ඉතාමත් පහසුය. ඒ සදහා කල යුත්තේ වාහනවල නලාවන් සදහා ශබ්ද උපරිමයක් නියම කිරීමයි.  වාහනයකට යම් දුරක සිට; අඩි දහයක් පමණ දුරින් ශබ්ද තීව්රතාවය මැනීමේ උපකරණයක් තබා නලාව නාදය කර සීමාව පසුකරත්දැයි පරීක්ෂා කිරීම කල හැක. දැන් අලුත් ස්මාර්ට් දුරකථන වලට පවා මෙම හැකියාව ඇති ඇප්ලිකේෂන් එකකුත් වෙළඳ පොලට නිකුත් කර තිබේ. ඒ නිසා මෙවැනි මානයක් රුපියල් 10,000 ට වඩා මිළ වන්නේ නැත. මුලු ලංකාව පුරාම රථවාහන පොලීස් නිලධාරීන්ට මෙම උපකරණ දෙක බැගින් ලබා දුන්නේ වුවද ලොකු මුදලක් වැය වන්නේ නැත. 

මෙම මහා පරිසර දූෂනයෙන් ඔබ සහෝදර පුරවැසියන් ඉතා ඉක්මනින් ගලවා දෙන මෙන් කරුණාවෙන් ඉල්ලා සිටිමි.

I saw a monitor on a Kithul  tree today 

I saw a monitor, a small one on a kithul  tree today. It was sun bathing on a midrib of a leaf close to the leaf base. An unusual place because it was on the top of the tree that is about 20 feet tall. I didn’t know that monitors are arboreal; can climb trees until I saw this. 
Monitors were part of the daily life of rice  farmers those days when we were growing up. That is because monitors eat rice field crabs and rice field crabs are one of the foremost enemies of the rice farmers especially in mountainous region. I remember we were told that monitor is considered a friend of rice farmer because of this eating habits of it and it is sort of protected animal because of that but I am not too sure about that now.
Rice crabs are a menace those days because they used to make tunnels on the weirs between rice fields thereby making it difficult for the farmers to retain water in the fields.
So every morning somebody, mostly the young son of the family, has to walk on each weir to see whether crabs have dug up tunnels and if they have, to block them by stepping on the mouth of the tunnel and push it until it is squarely blocked. If it is big one he has to bring some clay from edge of the field and fill the hole before pushing the clay with the sole until the tunnel is completely sealed. 
I think the crabs saved themselves from Monitors; very active and strong and robust carnivorous , by digging  in to  narrow tunnels where monitors cannot access. And the tunnels were like a maze, the entrance from the upper field to the exit in the lower one would be meters away from one another.
But when we were growing up, in a certain era ,rice crabs were annihilated, within a very short period of time , and I wouldn’t think  a single crab can be found , as the villages used to say ‘even for medicinal purpose’ in where we live, although the extent of rice fields have not diminished in size at all.
The cause for total annihilation was introduction of pesticide and weedicide in the rice farming. It made rice farming much economical and efficient. Crab holes in the weirs became a thing in the past, and with them monitors also disappeared, either because they were also poisoned being on the higher plane of the food chain or because they lost their staple food source.
This is why seeing a monitor on a Kithul tree was unusual today. 
Monitors in other countries have different uses. They are kept as pets by people who like reptiles. In fact Monitors have become a staple in the reptile pet trade. The most commonly kept monitors apparently are the savannah monitor and Ackies monitor; due to their relatively small size,low cost and relatively calm disposition.
Other uses of monitors for people  include medicinal purposes; in some parts of Pakistan their flesh is eaten for the relief of rheumatic pain and abdominal fat is used as salve for skin infection. In South India and Malaysia monitors tongue and liver is eaten as an aphrodisiac it seems. They must be already extinct in their, I suppose. 
Here , other than being formerly of rice growers friend, monitors I have never heard of being of any use to us except for, in this report written by a British civil Officer Mr Morris during British period as included in Teenent’s natural history.
‘The skillfulness of the Singhalese in their preparation of poisons, and their addiction to using them, are unfortunately notorious traits in the character of the rural population. Amongst these preparations, the one which above all others excites the utmost dread, from the number of murders attributed to its agency, is the potent kabara – tel.’
He goes on ‘In the preparation of this mysterious compound, the unfortunate Kabara – goya is forced to take a painfully prominent part. The receipt, as written down by a Kandyan, was sent to me from Kornegalle, by Mr. Morris, the civil officer of that district; and in dramatic arrangement it far outdoes the cauldron of Macbeth’s witches. The ingredients are extracted from venomous snakes, the cobra de capello, the Carawilla, and the Tic – polonga, by making incisions in the head of these reptiles and suspending them over a chattie to collect the poison as it flows. To this, arsenic and other drugs are added, and the whole is “boiled in a human skull, with the aid of the three Kabara – goyas, which are tied on three sides of the fire, with their heads directed towards it, and tormented by whips to make them hiss, so that the fire may blaze. The froth from their lips is then added to the boiling mixture, and so soon as an oily scum rises to the surface, the kabara – tel is complete.”
I don’t think there is a poison as potent as this anywhere in the world!

solution to human elephant conflict in srilanka; is there any other way ? part two











continuation of part one of this article 






for all these elephants , about 2000 in total, what is  the size of the range they can call their habitat. In literature regarding Srilankan wild elephants it has been estimated that the total range is approximately 15000 km2.
Now let us see the land area under national parks in Srilanka. The total area of 26 national parks in the island  is 5734 km2and some of them do not come under wild elephant habitats. The other variety; sanctuaries, cover a total land area of 2780 km2. Difference between the two types is that sanctuaries consist of both  private lands and state lands. In privately owned lands in sanctuaries   some of the   restrictions that national parks have are not imposed.

The total area of the two types is less than 9000 km2. But according to most updated sources available (Source: R Sukumar – A Brief Review of the Status, Distribution and Biology of Wild Asian Elephants Elephas maximus- International Zoo Yearbook 2006) the elephant range in Srilanka  is about 15000 km2.. Consequently even if we are to assume that the total area of national parks and  sanctuaries in the island comprise  of the wild elephant habitat ,there is a gap of 6000 km2 forest land between the declared range and what is available on the ground.

This accordingly should be the land area in that the human elephant conflict is fundamentally taking place, more or less. There is an area in the wild elephant habitat where  human activities too are taking place including the so called corridors connecting fragmented parks and sanctuaries. This situation of many small scale parks have come into existence not by design but by haphazard requirements and constrains of many a situations ,like development projects ,availability of large state lands and of course unsuitability of the land at that time for productive human activities. For example Yala was made a protected reserve because of the urging of the game protection society to create a hunting site reserved only for the resident sportsmen by English during a colonial period. And it became part of the now national park.
In this background we can see the best  solution can be found by  taking  away the most explosive of the factors that fuel the conflict; the land that is being used by both groups. This is the space in which the two contestants meet and disrupt each other’s activities.
This can be achieved by creating a one large national park for the whole herd of wild elephants in Srilanka; No corridors ,no fragmentation, just plain forest cover.This could be about 6000 km2 in size and located at the most suitable area for the country and the elephants as well. It can be designed most scientifically because of the availability of advanced technology and animal behavior data today. Some human settlement may have to be shifted in order to release space for the giant national park ,but they can be relocated in many small national parks ,   that would be reassigned in exchange of the additional  land allocated to make the new national park. These settlements can be positioned in lands that are better suited for human activities. 
The new habitat completely enclosed can even have system of mono rails like in San Diego wild animal park that will be a huge tourist attraction to the country.because of the massive size of the park so created wild elephants can live peacefully with dignity  within the habitat without waiting at the fences like beggars or eat garbage from dump yards in rural areas.



The farmer community living alongside corridors and in the vicinity of the elephant range can also settle down to normal lives and even think of growing coconuts in their home gardens.

Although this project looks like a massive and costly resettlement at first glance , the funding needed , I feel, can be easily raised because we are one of the few countries with wild elephants and there are many wealthy people and organizations ,world over, who will come forward with generous contributions  if we can explain benefits it will bring about both to wild elephants and also to poor farmers whilst avoiding the certain extinction of wild elephants from Srilanka  if we don’t take immediate action.

What is the biggest problem you have ?  if this question is posed to people living in thousands of villages bordering wild elephant habitats , sometimes even far beyond them, they will say it is the menace of wild elephants. 

This is not a joke ; every year 50 villages are killed by wild elephants, probably the highest per capita death by wild elephants or by any wild animal worldwide per capita. 

This number may not seem an alarmingly large number, but it is, for a community that sleeps at home, walk or ride from farm to home in the evening with the knowledge that he or she can be crushed by a wild elephant appearing out from the dark, any minute, from any direction.

They have another concern, their livelihood. Except for few who have escaped this misery by going abroad or to finding employment elsewhere , these villages  are mostly subsistence farmers ; rice, vegetables etc. and rice takes about 150 days to mature, imagine the fields being destroyed by wild elephants after 130 days! The stocks of rice for next 6 months for the family is gone even before  it is harvested, leaving them with burden of repaying  loans,  with no insurance or meaningful way of compensation.
Many farmers are fighting back, it has been reported about 200 wild elephants are killed every year, including the elephants killed by trains. 
Apparently, Srilanka has only about 2000 wild elephants with country ranking of 4th or 5th out of 13 countries that have wild elephants. Slightly above the number of wild elephants killed by the infamous British Major T. W. Rogers, who died at the prime age of 41 in the year 1845 , whist holding  duel appointments of Assistant Government Agent and District judge of Badulla.

 So if we kill them at this rate we would be eradicating complete population of wild elephants in Srilanka by 2027.  unless this human elephant conflict is not resolved immediately, every passing year will see 50 people and 200 elephants lose their lives and thousands of families kept in dire poverty, because right decisions are not taken by people in power.
Since the primary reason for  conflict is  land use , let us  see the range that is available to  wild elephants in the island.





This map apparently shows the range of wild elephants in Srilanka. This is unbelievable at first glance, it is distributed all over the country except for the wet zone ,north and central mountains. This is a tailor made situation for human elephant conflict. In fact it is surprising that only 50 people and 200 elephants are killed in this habitat distribution, numbers should be in thousands.
This is absurd; imagine the length of wires needed to fence all this tiny little habitats and corridor connecting them and the resources  needed to keep them in good repair!




What are the choices we have to put a complete stop to this conflict? Although some of them are extreme solutions I am including them here in order to list out the whole range.
Capture all the wild elephants and auction them to keep them as domesticated elephants. As it is there are about 200 elephants in that category in the country.
Leave the country to wild elephants ,lock stock and barrel, and we go else where
Make an arrangements to allocate a habitat that would not overlap with human settlements so that they don’t conflict with each other


Out of these options only the third one seems plausible, because  wild life enthusiasts and also populous in general would not like to lose wild elephants population at a one go like that, though they seems to have not much concern over losing wild elephants gradually; 200 elephants a year.

who gains most from first past the post at this juncture?

Every day in the news we can see some  news items on provincial elections. Yes you don’t hear news now, you see, on the TV because for more that 95% of people in the country prime source of news is TV. And perhaps 95% of that is private TV channels. 
Imagine we had to pay for watching TV at the beginning of TV era because state had a monopoly and in any monopolistic situation consumer has to pay more than he would pay when his consumption is competed for, in a free market, by two or more service providers 

Going back to PS elections, the political parties in competition, at least on the surface, has different strength and weaknesses and accordingly a specific  position on,  how to conduct elections and when should they be held. Lets look at the possible inner thinking of the political parties that would fight in the upcoming PS elections.
1. UNP – they have about 35% of the vote base intact. They are effectively in power in the country, that would add few more  percentages to that 35%
2. SLFP – because of the MR factor their rural vote base is in disarray and confused , it will be great achievement if they can get even 20% of the votes. Their unpopularity within their usual voter base is further compounded by their inability to criticize UNP because whatever the UNP has done during present government , they are  also responsible too, being almost equal partners.
3. MR fraction – in rural Buddhist voter base , which is the primary voter base for SLFP, this fraction will do much better than  SLFP proper , not only because MS alienated them by contesting from opposition party during last presidential but this voters are not too comfortable with bipartition approach to politics. 
4. JVP – they will garner the usual 5% and definitely less than last election anyway
In this volatile and unprecedented bipartition governance by two biggest political parties the party’s preferences for how to conduct election should be as follows;

1. UNP – PR system , because the opposition is ferociously  divided, they can easily win most of the PSs with about 35% vote base. Infighting in SLFP will make it possible for them to even assail the toughest fortresses of the SLFP.
2. SLFP- first past post; with president in power and some ministers  running the campaign , if they can field some decent set of candidates ,who are not tainted by corruption scandals of last regime they should be able to do much better than ,they would do in an election held  under  PR system
3. MR fraction – PR ; for them MR is the biggest draw and they have the burden of having many notorious PS politicians so they would do better in PR system contesting as a group and MR as the biggest banner.
4. JVP – first past post; although at national level JVP has to have PR system to survive, at village level they will do better , even grab a PS or two, if they field some sensible candidates , under some popular parliamentarians.

Whats happening to dengue control? where is the will?







 I was planning to survey a land today and engaged the service of a survey friend of mine and we fixed the time at 0830. He called me early in the morning to inform me that he has to postpone the survey  for afternoon because his son is suffering from Dengue. This unexpected turn of events made me to think seriously about prevention of Dengue and gave me couple of hours to put my thoughts into this document. 
Denge has become rampant in last couple of years. It has become a great leveler,like death itself : it strike everywhere ; rich and poor, strong and week and old and young. And figures here are as astounding as its grip, in 2017 alone there has been 2584 cases so far  and hilarious fact is that 42% of them are from western province , the province that hosts the capitol of the country.
Strange, for a country that has almost 95% literacy rate, school in every other village , TV in almost every household ;many of them with satellite TV connection. 
It is even stranger for a country that has 4.5 government field officers for approximately 1500 people or roughly 300 houses. Or on the other hand approximately just one square kilometer for one field officer. And recently I saw on the TV that  some of them protesting because only part of them have been given  motor bikes for concessionary rates using public funds. 
So what is preventing unleashing of all these soft powers on the Dengue breeding grounds; high literacy rate, widespread network of schools to disseminate the massage, hundreds of TV  and radio stations looking to carryout good Samaritan projects to show they are socially responsible corporations, one field officer to supervise only 66 houses.
So despite having  such an array of arsenal, that’s formidable and would be an envy  to any developing country that’s looking to fight a Dengue epidemic ,why are we still hearing of Dengue cases, prevention of which can easily be achieved by eliminating breeding grounds. 
I feel it is lack of vision and planning. If we use 50% of the soft power discussed earlier with a strong leadership , we should be able to eliminate Dengue within one year at most,  if you want to  eliminate it of course.

"This is my son" the king said, ministers wouldn't believe him



In December 1664, a large comet appeared, blazing  over city of Kandy, pointing towards East. Knox says next day he saw it pointing towards West and gradually diminishing  in size.
Comets foretell a disaster or a dreadful period for the populous, in general, they say, that’s exactly what happened in Kandy in that December. Some chiefs in Kandy raised a rebellion , for the people were fed up of the oppressive and tyrannical rule of the king Rajasingha ii and  wanted to get rid of old king and install his son on the throne . The prince was only about 15 years of age but knowing his sober habits they thought even boy king is preferable to tyrannical rule of old monarch. 
The king was conducting court affairs from a lesser town called Nillambe, towards Gampola  and prince and his mother , the queen, were living in Kandy ,the capitol. The king had preferred  Nillambe to kandy because he, it appears was paranoid about his personal security , and felt Nillambe with thick forest cover and isolation from population is a more secure for him than Kandy.
Kings assessment of the situation was justified. Rebels stuck at the midnight of 20th December 1664. About 200 armed men entered the city at midnight,  killed many officers of the kings guard  who resisted. Some of the guards joined the rebels , probably the officers who have previously conspired  with  the rebels. 
Some loyals and officers whose allegiance is uncertain were killed, and most loyals who escaped ,flocked  to the defense of the king. Only protection  that separated  king and the rebels was just a  clay wall. Kings men put up a strong fight and rebels decided to postpone the attack until daybreak. That was a bad decision no doubt , by morning rebels found  loyals had  fled to a  place called Galauda in Mandaram Nuwara. 
Fleeing has not been easy. King and his entourage, mounted on horses, pushed through thick jungle for about 15 miles whilst  guards on foot  drove  elephants before him to clear a path for him. His refuge , a large rocky mountain, could have been easily assailed but rebels, probably because they were led poorly, abandoned the chase and came back to Kandy, the capitol, to attend to the administrative matters first.
All the Europeans who were kept prisoners by the king for last many decades , including best known prisoner in Kandyan kingdom, Robert Knox ,have been brought to Kandy few days earlier were in Kandy when rebels arrived. First the rebels crowned the prince. Then they explained the reason for the rebellion to the European prisoners. Following were the major reasons.
Not returning ambassadors to respective governments after the embassy is over
Not allowing trade with other nations
Detaining foreigners who enter the kingdom
Killing his subjects and families arbitrarily 
Keeping kings officers separated  from their families

Meanwhile the prince who has been brought up within the palace walls without exposing to general public in a  very private surroundings was  confused by all these people coming to him, prostrating in front of him and calling him king. Rebels who were planning to go to mountains to capture the king on 25th December  are  utterly perplexed  by the  attitude of the prince. 
There are more surprise in store for the rebels, a day before the rebels to proceed for capturing of the king, they find the prince run away to his father with kings sister. Now they have no hopes whatsoever , so they fight each other and declare allegiance to old king. To prove their loyalty to the king they kill their fellow conspirators, claiming its they who  conspired against the king. King receiving  all this intelligence ,allow this mayhem to continue for ten days and issue orders to stop killing each other whilst restoring his rule.
King returns to the capitol, torture leaders who have been arrested, make more arrests ,put to death  everybody who has even been mentioned in connection of the rebellion. But  King cannot think of a suitable punishment for the  leader of the rebellion and  he thinks Dutch who are masters of the coast would have more brutal way of executing traitors than in Kandy. 
So he sends  Ambanwela Rala , the leader of the rebellion, to Dutch, in chains. What happened to him in Colombo  is a  more interesting story than the rebellion itself!
 King now  want to prevent another rebellion like that, of course no king would like rebellions. So he analyses.  What did he learn from last rebellion, because he knows history will repeat. Two most important points;
1. There is no chief in Kandy he dare assume throne
2. Dissenters  will always plan to crown his son in case they want to get rid of him.
The prince disappears; people believe that he has been poisoned by king.
6th December 1687
king Rajasingha lies in his death bed 23 years after the rebellion. His ministers are waiting in his sleeping chambers. They are in a immense predicament  because king is not leaving a heir apparent .
 King introduces a young person to his ministers and says that it is his son and he has been brought up in a temple since the rebellion and he should be crowned after his death, since he is his son the legitimate  heir apparent to the throne of Kandy.
Ministers wouldn’t believe it, they knew the prince was killed after the rebellion.  Aghast, they are reluctant to accept him. King felt the tension in the room and he doesn’t have much time to convince the royal courtiers, he, with greatest difficulty, get down from the bed for one last time with the help of two nobles and prostrate, in front of the young person, who he claims to be his son. Ministers were convinced without an iota of doubt because Rajasingha would never bow down  in front of anybody.
What better way to convince the ministers that he is his son!

.... බිම් බෝම්බ සංඥා අපිම නිකුත් කිරීම.






මම 2001 වවුනියාවේ පූනෑව නාවික ආධුනික පුහුණු මධ්‍යස්ථානයේ ආඥාපතිවරයා වශයෙන් කටයුතු කරමින් සිටියෙමි. මෙම පුහුණු මධ්‍යස්ථානය ඒ නමින් තිබුනද වෙනත් ගොඩ සටන් පුහුණු කිරීම් සදහාද යොදවා ගැණින. මේ අවධිය යුද්ධයේ බිම් බෝම්බ වැඩියෙන්ම පාවිච්චි වූ කාලයක් විය.

මුලින්ම බිම් බෝම්බ, විශේෂයෙන්ම වාහන බෝම්බ වාහනයේ යමක් වැදී එයින් බෝම්බය ක්‍රියාත්මක වන්නට සාදා තිබුනද එලෙස බෝම්බය පුපුරවන්නට යොදා ගැනීමේ තිබූ ප්‍රධානම අඩු පාඩුව ඉලක්ක ගත වාහනයට අමතරව ඊට කලින් වාහනයක් පැමිණිය හොත් එයින් බෝම්බය ක්‍රියාත්මක කිරිමට ඉඩ තිබීමයි. මේ නිසා බෝම්බය පිපිරවීම අවස්ථාව දක්වාම එය තම පාලනයේ තබා ගැනීමට ත්‍රස්තවාදීන්ට වුවමනා වීම ස්වාභාවිකය.

මේ හේතුව නිසා ත්‍රස්තවාදීන් ඊලගට මෙම බෝම්බ ක්‍රියාත්මක කිරීම සදහා එය වයර් එකකින් සුවිචයකට සවිකර ඉලක්ක ගත වාහනය හරියටම බෝම්බය උඩින් යන විටම සුවිචය සමග නුදුරු කැළයේ හෝ වෙනත් නොපෙනෙන ස්ථානයක සැඟවී සිටින පුද්ගලයෙකු විසින් හරියටම වේලාවට සුවිචය පණ ගන්වා බෝම්බය පිපිර වීමට කටයුතු කලහ.

මෙම ක්‍රමයේ තිබුණු ප්‍රධාන අඩු පාඩු නම්


  • සැඟවී සිටින සුවිච්චකරු සහ ඔහුගේ සගයන් හමුදාවලට අසු වීමට ඉඩ තිබේ. 
  • පාර අයින දිගේ වයර් තිබේදැයි සොයමින් කොකු අදිමින් ගමන් කරන clearing . කණ්යඩාමකට වයරය අසුවී සම්පූර්ණ සැලැස්මම ව්‍යවර්ථ වීමට ඉඩ තිබේ.  


මේ අතර ලෝකය වයර්ලස් වෙන්නට පටන් ගත්තේය. ත්‍රස්තවාදීහුද වයර්ලස් තාක්ෂණය බෝම්බ පිපිරවීමට යොදා ගත්හ. මෙහිදී සිදු වුනේ බෝම්බයට දැන් පිපිර විය යුතු යැයි සංඥාව බොහෝ විට නියමිත .... සංඛ්‍යාතයක තරංගයක් මගින් බෝම්බය වෙත ලබාදීමයි.  ඉලක්ක ගත වාහනය බෝම්බය උඩට පැමිණෙන විටම බෝම්බය පිපිරවීමට නියමිත  VHF සංඛ්‍යාතය සහිතව තරංගයක් අසලක සිටින ත්‍රස්තවාදියෙකු විසින් ඔහු ලඟ ඇති උපකරණයකින් නිකුත් කිරීමයි.

මෙම ක්‍රමය අතිශයින් සාර්ථක වූ අතර එය පිපිරවීමට පෙර අසුවීමට තිබූ ඉඩ කඩ මීට පෙර වාහන බෝම්බ පරම්පරා දෙකටම (භෞතිකව ගැටිය යුතු, වයර් සහිත) වඩා බොහෝ අඩුවිය. මේ නිසා බොහෝ හමුදා වාහන මෙම තර්ජනයට ගොදුරු විය.

මම අයත්ව සිටි උතුරු මැද නාවික විධානයට අයත් වාහනයක් හෝ දෙකක්ද එකල මෙම අවාසනාවන්ත සිදුවීමට මුහුන දුන් නිසාත් මම මෙය නවත්වා ගන්නේ කෙසේදැයි බොහෝ දුරට සොයා බැලුවෙමි. සොයා බැලීමෙන් පසු මේ සදහා හොඳම ක්‍රමවේදය මෙම සංඛ්‍යා පරාසය පීරීම බව මට වැටහුණි. මම වහාම පහත යෝජනාව ලියා නාවික හමුදා මූලස්ථානය වෙත ඉදිරිපත් කෙරුවෙමි. පීරීම යනු ඒ පාවිච්චියට හැකි යැයි සැක කරන සංඛ්‍යාත පරාසයම ආවරණය වන පරිදි බලයෙන් වැඩි සංඥා නිකුත් කිරීමයි. මෙයින් බෝම්බය ඉලක්ක ගත වාහනය බෝම්බය උඩින් යාමට පෙර පිපිරේ.




මෙයට එතරම් සතුටුදායක පිළිතුරක් ලැබුනේ නැත්තේ කුමන හේතුවක් නිසාදැයි මා දන්නේ නැත. මෙම තනතුරෙන් පසු මම තවත් රාජකාරී ස්ථාන හතකට පසුව 2005 සැප්තැම්බර් මස උතුරු ප්‍රදේශය භාර නියෝජ්‍ය ආඥාපති වශයෙන් කන්කසන්තුරේ රාජකාරීයට පැමිණියෙමි. මා එහි ගිය පසු එවකට සිටි ආඥාපතිවරයා මාස තුනක පුහුණුවක් සදහා විදේශ ගත වූ අතර ඔහු ආපසු එනතෙක් ආඥාපතිවරයෙකු පත් නොකල හෙයින් මා එහි වැඩ බලන තත්වයකට පත්විය.

මෙම අවුරුද්දේම එවකට ජනරාල් සරත් ෆොන්සේකා හමුදාපතිවරයා වශයෙන් පත්වුනි. ඔහු එවකට ආරක්ෂක මාණ්ඩලික ප්‍රධාන වූ අද්මිරිල් සඳගිරිද සමග ඔහුගේ හමුදාපති ලෙස ප්‍රථම සංචාරය සදහා යාපනයට පැමිණියේය. මෙම සංචාරය දිනට පෙරදින එවකට සිටි නාවික හමුදාපතිවරයාද කන්කසන්තුරය වෙත පැමිණ අප සමග නොයෙකුත් සාකච්ඡා ආදිය පවත්වා පසුදින ආරක්ෂක මාණ්ඩලික ප්‍රධානිගේ රැස්වීම සදහා පලාලි වෙත ගියෙමි. අප ගිය වාහනය මා එලවාගෙන ගිය අතර ආරක්ෂක වාහනය පසු පසින් පැමිණින.

මෙහිදී හමුදාවල ජේෂ්ඨ නිලධාරීන් සමග දීර්ඝ සාකච්ඡාවක් පැවතිණ. සාකච්ඡාව අවසානයේදී රිමෝට් වාහන බෝම්බ පිපිරවීම හමුදා ක්‍රියාන්විතයන්ට බොහෝ සේ බලපා ඇති බවට නිලධාරීන් කිහිප දෙනෙකු අදහස් දැක්වූහ. මේ සදහා කුමක් කල හැක්කේදැයි හමුදාපතිවරයා විමසුවද පැහැදිලි පිළිතුරක් සභාවෙන් ලැබුනේ නැත.

ඒ අවස්ථාවේ මට මගේ යෝජනාව මතක් වී රිමෝට් බෝම්බ ක්‍රියාත්මක කෙරෙන සංඛ්‍යාතයන් පිටකරන උපකරණයක් සෑදීමෙන් මෙම ප්‍රශ්නය බොහෝ දුරට මගහරවා ගතහැකි බව මම පැහැදිලි කලෙමි. එතනදී සමහර විට මා තාක්ෂනික නිලධාරියෙකු නොවන නිසා මගේ යෝජනාවට තරමක ප්‍රතිරෝධයක් ඇතිවිය.

සිරිත් පරිදි දහවල් ආහාරයෙන් පසු මම ආපසු කන්කසන්තුරයට ගියෙමි. අපේ කඳවුර අසල යුධ හමුදා කඳවුරේ ප්‍රධානියා වූ සංඥා අංශයේ කර්නල් වරයෙකු වූ නිලධාරියෙකු එකල මා සමග බොහෝ මිත්‍රව සිටියේය. ඔහු මට හවස ටේබල් ටෙනිස් ක්‍රීඩා කිරීම සදහා මුණ ගැසුණු විට යුධ හමුදාපතිවරයා එදින පස්වරුවේ ඔහුට  සංඛ්‍යාත පීරන්නට හැකි උපකරණයක් සෑදිය හැකිදැයි විමසා එලෙස එය සාදා නිපදවීමට ඔහුට බාරදුන් බව මට කීවේය.

ටික කලකට පසු යුධ හමුදාවේ මෙම උපකරණ නිපදවා දහස් ගණනක් නොයෙකුත් අංශයන් වෙත බෙදා හැරිණ. නාවික හමුදාවත් අපේ වාහන වලට ජෑමින් සෙට්ස් ලබා ගත්තේ යුධ හමුදාවෙනි. හමුදාවේ පමණක් නොව මෙම උපකරණ ඉන්පසු නොයෙකුත් දේශපාඥයන්ගේ පවා වාහනවල සවිකර ගත්හ.

ඕන් නමෝ වෙන්කතේශ්වරා ; තිරුපති වන්දනාවේ යාමට වඩා එහි ක්‍රියාකාරකම් ආදර්ශයට ගැනීමේ වැදගත්කම.


                                   කාවේරි ගඟේ පිලිස්සූ මිනී වල අළු ගෙනවිත් පුදපූජා පවත්වන ස්ථානය.

මම දෙවියන් පිලිගන්නේ නැති වුවද එක් වරක් මගේ මිතුරෙකුගේ ඉල්ලීම අහක දැමීමට බැරි නිසාත් කොහොමත් ට්‍රිප් එකක් නිසාත් වරක් මම තිරුපති වන්දනාවේ ගියෙමි. මේ ශ්‍රී වෙන්කතේශ්වරා කෝවිල අන්ද්‍රා ප්‍රදේශයේ තිරුමලා කඳු වලල්ලේ මුදුන් හතෙන් එකක පිහිටා ඇත. මෙය වටා තිරුමල අභය භූමිය පිහිටා ඇති අතර, එයද හඳුන්වන්නේ ශ්‍රී වෙන්කතේශ්වරා ජාතික උද්‍යානය ලෙසය. මෙම ජාතික උද්‍යානය අක්කර 87.000 ක් වන අතර, වල් අලි, ව්‍යාඝ්‍රයන් සහ බොහෝ සත්ව වර්ග 178 ක් නිදහසේ ජීවත් වෙති.

අපි ලංකාවේ ප්‍රසිද්ධ දේවස්ථානයක කපු මහතෙකුද සමග පිටත්වී චෙන්නායි ගුවන් තොටුපලට ලඟා වුනෙමු. මගේ මිතුරාගේ හොඳම මිතුරෙකු වන ඉන්දියාවේ ප්‍රධාන පෙලේ රෙදි නිපදවන කර්මාන්ත කරුවෙකු අප පිළිගෙන අන්ද්‍රා ප්‍රදේශයේ කුමාරපලයන්හි පිහිටි ඔහුගේ නිවසට රැගෙන යාමට පැමිණ සිටියේය. එදින රාත්‍රියේ අපි ඔහුගේ චෙන්නායිහි පිහිටි නිවසේ ලැගුම් ගත්තෙමු. පසුදින දවසම වාගේ ගමන් කර  ඔහුගේ නිවසට ගියෙමු.

මෙම ව්‍යාපාරිකයාට ඔහුගේ බිරිඳ ඇමතුවේ මාමා කියාය. මේ ඇසුනු මම අපේ භාෂාවෙන් නම් මාමා කියා ආමන්ත්‍රණය කරන්නේ අම්මාගේ සහෝදරයාට බව මම ඔවුන්ට කීවෙමි. ව්‍යාපාරකයාගේ බිරිඳ ඔවුන්ගේ භාෂාවෙනුත් එහි තේරුම එයම බවද ඇත්තෙන්ම ඇයගේ ස්වාමියා ඇයගේ මාමා බවද කීවාය.

එය දකුණු ඉන්දියාවේ පැරණි සිරිතක් බව ඇය කී විට දෙමළ චිත්‍රපටවලද මෙලෙස මාමා සමග විවාහ වීම මා දැක ඇති බවත්, මම ඒ චිත්‍රපට බලද්දී ඒ මාමා යනුවෙන් අදහස් කරන්නේ මස්සිනා වෙන්නට ඇතැයි මා අනුමාන කල බව මට මතක් විය.

කාවේරි ගඟ අසබඩ පිහිට ඔවුන්ගේ නිවසට අපි යන විට එදින හවස් විය. කාවේරි ගඟ නිවස පසු පසට පෙනෙන ලෙසට සාදා තිබූ මෙම නිවස දෙමහල් අති විශාල නිවසක් විය.

නිවසේ ඉදිරි පස තරමක කෝවිලක් සාදා තිබුණි. එය පවුලේ කෝවිල වූ අතර, නිවැසියන් උදේ නිවසින් පිටවීමට පෙර කෝවිලට ගොස් පුද පූජා පැවැත්වීමට පුද්ගලික පූජකයෙක්ද සිටියේය. අප සෑම දෙනාටම වෙන වෙනම කාමර ඉහල මාලයේ ලැබුණි. ඒ සෑම කාමරයකම නාන කාමරයේ රෙදි සෝදන යන්ත්‍රයක් තිබුනද සෑම උදයකම කාන්තාවක් පැමිණ අපගේ සෝදන්නට තිබෙන රෙදි ඉල්ලා ගෙන ඒවා සෝදා මැද හවසට ආපසු කාමරයට ගෙනවිත් දුන්නාය. පසුව මම ඇය පවුලේ ඒ කාර්යය කිරීමට පමණක් සිටින බව දැන ගත්තෙමි.

අපිට ගමන් බිමන් සදහා සුදු පැහැති බෙන්ස් රථයක් රියදුරුත් සමග ලැබුණි. වරෙක මම ඒ රියදුරු ලවා මට ඉන්දියාවේ පුරුදු ෆෝ ස්කොයා සිගරට් පැකට්ටුවක් ගෙන ඒමට ඔහුට මුදල් දුන්නෙමි. ටික වේලාවකින් අපේ මිතුරා නොයෙකුත් ඇමරිකානු බ්‍රෑන්ඩ්වල සිගරට් කාටූන් කිහිපයක් රැගෙන මගේ කාමරයට පැමිණ එයින් ඕනෑම එකක් තෝරා ගන්නා ලෙසට අවශ්‍ය ඕනෑම වේලාවක ඔහුගේ බීම කැබිනෙට්ටුවෙන් බීම රැගෙන පානය කරන ලෙසටත් මගෙන් ඉල්ලා සිටියේය. 

එම නිවසේදී වරක් මම එහි මුළුතැන් ගෙය බැලීමට එයට ගියෙමි. ගෘහණිය ඉඳගෙන උපදෙස් දෙමින් සිටි අතර, දෙතුන් දෙනෙකු උයමින් සිටියහ. එතන සිටි තරුණ කාන්තාවකට ගෘහණිය පූගොඩී කියා ආමන්ත්‍රණය කරනු ඇසී මම එහි තේරුම මල් කළබක්දැයි ඇගෙන් ඇසුවෙමි. ඇය පුදුමයට පත්වී මා එය දැනගත්තේ කෙසේදැයි ඇසූ විට මම ඇයට අපේ භාෂාවෙත්එහි තේරුම මෙයට කිට්ටු බව කීවෙමි. 

 ඔහු ප්‍රධාන පෙලේ රෙදි නිෂ්පාදනයෙකු වුවද;  මට මතක හැටියට ඔහු එකල දකුණු ඉන්දියාවේ රෙදි නිෂ්පාදන සංගමයේ සභාපතිවරයාද විය, ඉතාමත් උද්යෝගිමත් ගොවියෙකුද විය. කාවේරි ගඟෙන් අගල් 6 ක පමණ යකඩ බටයක් යොදා පොම්පාගාරයකින් වතුර පොම්ප කර ගඟට කිලෝ මීටර් 6 ක් දුරින් පිහිටි ඔහුගේ ගොවිපලට ජලය ගෙන යාමට සකස්කර තිබූ ආකාරය වරෙක ඔහු මා රැගෙන ගොස් පෙන්වීය. මම මුලින්ම වැනිලා වගාවක් දැක්කේ එම ගොවිපලේදීය. ගොවිපලේ ප්‍රධාන වශයෙන් තිබුනේ තේක්ක, කරපිංචා, වැනිලා සහ එළ හරක් පට්ටියකි. ගොම දියකර බට වලින් වගාවන්ට බෙදා හැරීමට විශාල ටැංකි බැඳ මිශ්‍ර කිරීමට සාදා තිබූ උපකරණ එකල හැටියට සිතා ගන්නටවත් බැරි තරම්ය.

කරපිංචා ගස්වල අඩි 4 ක් පමණ උසින් කපා අලුතින් අතූ 3 ක් එන්නට ඉඩ හැර වවා තිබූ ආකාරය මට තවමත් මතකය. මම මගේ ජීවිතයටම වානිජ වශයෙන් කරපිංචා වැවීමක් දැක්කේ මේ අවස්ථාවේ පමණි.

දවස් තුනකට පමණ පසු අපි වාහන තුනකින් ඔවුන්ගේ මිතුරු පවුලක්ද සමග තිරුපති කෝවිල බලා පිටත් වුනෙමු. එයද වරුවක පමණ ගමනක් විය. මිතුරු පවුලේ සිටි කාන්තාවගේ, මා හිතන විදිහට සහෝදරයෙකු තිරුපති කෝවිලේ භාරකාර සමාජිකයෙකු නිසා අපිට VIP පෝලිමෙන් කෝවිලේ කඳු මුදුනට ලඟාවිය හැකිවිය. කඳු මුදුනක පිට්ටනියක් වැනි ස්ථානයක තරමක නගරයක් ලෙස කෝවිල සහ සහකාර ගොඩනැගිලි සෑදී ඇත VIP වාහන වලට පාරේ එක් පැත්තකින් මුඳුනට ගමන් කල හැකි අතර, සාමාන්‍ය වාහන පෝලිම කන්ද වටා ඇති පාරේ කැරකෙමින් කිලෝ මීටර් ගණනක් දුරට විහිදී තිබුනු ආකාරය අපට දක්නට පුලුවන් විය. කන්ද මුදුනේ නගරයක් ලෙස සෑදී තිබුනේ බොහෝ විට නැවතීමට හෝටල්, කොණ්ඩය කපන ස්ථාන, නොයෙකුත් සිහිවටන විකුණන ස්ථාන සහ  වන්දනා කරුවන්ට ආහාර දෙන ස්ථාන වලිනි. 



එහි ඇති සියලුම නවාතැන් පලවල් සහ කඩ අයිති වන්නේ කෝවිලේ භාරකාර මණ්ඩලයටයි. එහි කෑම ශාලාවල කෑම සම්පූර්ණයෙන් නොමිලේ ලබාදෙන අතර, එහි කෑම ශාලාවක ඇතුලේ එල්ලා තිබූ ලොකු දැන්වීම් පුවරුවක් මට තාමත් මතකය

තිරුපති යන බොහෝ දෙනෙකු පාහේ කොණ්ඩය බූ ගා ගනිති. ඒ සදහා මැදින් වතුර ගලායන විශාල කානුවක් සහිත සෑහෙන දිගග් ඇති බාබර් වරුන් සියයක් පමණ වැඩ කරන 24x7  ස්ථාන, මට හිතෙන හැටියට දෙකක් තිබේ. රුපියල් 10 ක් ගෙවූ විට විනාඩියෙන් කොණ්ඩය සම්පූර්ණයෙන්ම කපා දමනු ලැබේ. මටද මේ පිළිබඳව ආශාවක් ඇතිවී මමද කොණ්ඩය කපා ගතිමි. මම දෙවියන් නොඅදහන නිසා කොණ්ඩය කපන විට ඒ සදහා දෙවියන් යමක් ලබා දෙන්නේ නම්, එය මා සමග පැමිණි මිතුරන්ට ලැබේවායි මා ප්‍රාර්ථනය කලෙමි. මෙතන කොපමණ කපනවාද යත් ගිය 2013 ඒ කපන ලද කොණ්ඩ තොගය ඉන්දියානු රුපියල් කෝටි 200 කට ඊ - වෙන්දේසියකින් විකුණා ඇත්තේය.

උදේ පාන්දරම අවදි වූ අපි  VIP පෝලිමට එකතු වි කෝවිල ඇතුලේ වට කිහිපයක් කැරකී බාලාජී නැමැති දෙව්රුව ලඟට ගොස් කපුවන්ගෙන් ආශීර්වාද ලබාගෙන එළියට පැමිණියෙමු. එදින ඉන්දියාවේ මහාරාජ කෙනෙකු, මට මතක හැටියට මයිසෝරයේ, බයිපාස් සැත්කමකට පෙර බාරයකට අනුව ඔහුගේ බරට තරාදියක කිරා රත්තරන් කෝවිලට පූජා කල බව එහිදී කථාවුනා මතකය. ඉතාමත් ස්ථූල සිරුරක් ඇති පුද්ගලයෙකු පෙන්වා යමෙකු ඔහු ඒ මහාරාජ බව කිව්වාත් මට මතකය.

ආපසු කුමාරප්පාලන්  වෙත ගිය මිතුරන් එහි ටික දිනකට නැවතුනු අතර මට එතරම් කල් නැති නිසා ට්‍රිචි ගුවන් තොටුපලට ගොස් ලංකාව බලා ආවෙමි. එම ගුවන් තොටුපල වලදීද ගුවන් තොටුපල නිලධාරීන් කොණ්ඩය බූ ගා ඇති පුද්ගලයන් ගෙන් තිරුපති වලදී ලබාදෙන ලඩ්ඩු ඉල්ලා කරදර කරන්නේ එයින්වත් දේව පිහිටක් ලබා ගැනීමට විය යුතුය. 

මේ සියල්ලටම වඩා තිරුපති කෝවිල වැදගත් වන්නේ එයට ලැබෙන මුදල් පරිහරනය කරන ආකාරයයි. එය බොහෝ ආගමික පූජස්ථාන වලට හොඳ උදාහරණයකි. පාලන මණ්ඩලයකින් කලමනාකරණය කරන කෝවිලේ ලැබෙන ආදායම ඉතාමත් විනිවිද පෙනෙන ආකාරයෙන් ගණනය කර ඒ මගින් නගරයේ සිට කෝවිලට යාමට ඒමට බස් සේවයක්ද, වන්දනාකරුවන්ට ආහාරද නොමිලේ 

දෙන අතර කඳු මුදුනේ ඉතාමත් පහසු මුදලට නවාතැන් පහසුකම් ලබා දේ. නොමිලේ ලඩ්ඩු බෙදා දීමද කෙරේ. කෝවිල් මණ්ඩලය මගින් ඉන්දියාව පුරා විශ්ව විද්‍යාල සහ අනෙකුත් විද්‍යාල බොහෝ ගණනක්ද, මංගල උත්සව සදහා ශාලා පද්ධතියක්ද, රෝහල්ද, විශාල පුස්තකාලයක්ද, පවත්වාගෙන යන්නේ එයට ලැබෙන ආදායමෙනි.

තිරුපති තරම් නැති වුවද ලංකාවේද මෙවැනි ලොකු ආදායම් ලබනා පූජනීය ස්ථාන අපමණය. එහෙත් මෙවැනි ජනතාවට සේවයක් කරන පුජස්ථාන තිබෙන්නේ කීයෙන් කීයද? මෙතරම් ආදායම් ලබන දළදා මාළිගාවට පැමිණෙන සැදැහැවතුන්ට වාහන නවතා ගැනීමටවත් තවමත් තැනක් නැත්තේය.

නියඟයට මුහුණ දෙන්නේ කෙසේද?







නොයෙකුත් පණ්ඩිතයන්, විශේෂඥයන්, නිලධාරීන් සහ දේශපාලඥයන් මේ දිනවල ලඟ එන ලොකු නියඟයක් ගැන නිතරම කථා කරනු දක්නට ලැබේ. මෙම නියඟය ඇත්තෙන්ම දැනටමත් පටන් ගෙන ඇති අතර, සාමානයයෙන් ලංකාවට වැඩියෙන් වර්ෂාව ගෙන එන මහ කන්නය රටට නොලැබී යන ආකාරයක් පෙන්නුම් කරයි. මෙවැනි නියඟයක් ඇති වන්නේ බොහෝ කලාතුරකිනි. අනෙක් පැත්තෙන් කලාතුරකින් සිදුවන දේට ලෑස්ති වී සිටීමටත් අපහසුය. 

මෙම නියඟයට අප රාජ්‍යය ලෑස්ති වී සිටිය යුත්තේ කෙසේදැයි සාකච්ඡා කරන්නට ජනාධිපතිවරයාගේ ප්‍රධානත්වයෙන් පවත්වන ලද සාකච්ඡාවක කොටසක් රූපවාහිනියේ ප්‍රවෘත්ති වලට පෙන්වීය. එහි අවසාන තීරණයන් යැයි බොහෝ විට සිතිය හැකි කොටසේ ජනාධිපතිවරයා පවසා සිටියේ පලාත් ලේඛම්වරුන් සහ හමුදාව නියගය තද වූ විට ජනතාවට සහන සැලසීමට, එසේත් නැත්නම් නියඟයේ අයහපත් ප්‍රතිඵල අඩුකර ගැනීමට යොදවා ගන්නා බවය. 

මෙය අලුත් දෙයක් නොවේ. හැමදාම සිදු වන්නේ නියඟය හොඳින්ම තද වී බොන්නට වතුර නොමැති වූ විට හමුදාවත් යොදාගෙන බවුසර් වලින් වතුර බෙදීමය. නමුත් ඇත්තෙන්ම නියඟයකට ලෑස්ති වෙනවා කියන්නේ මෙයටද? 

නියඟයක් ඇති වූ විට ප්‍රධාන වශයෙන් අයහපත් ප්‍රතිඵල කිහිපයක් ඇති වේ. 

පලමුවැන්න අපට වෙනදා මෙන් ගොවිතැන් කර ගැනීමට ජලය නැති වීමයි. එයට දැනටමත් සිදු වී තිබේ. ලංකාවේ තිබෙන කුඹුරු වලින් මේ කන්නයේ වගා කර ඇත්තේ 35% ක් පමණ යැයි ඒ සම්බන්ධ රජයේ නිලධාරියෙක් රූපවාහිනියේ ඊයේ පැවසීය. ඇත්තෙන්ම තත්වය මීට වඩා භයානකය. අපේ ගමේ අක්කර 20 ක් පමණ මා දන්නා කුඹුරු වලින් මෙවර වගාකර ඇත්තේ අක්කර 1/8 ක පමණ කුඩා කුඹුරක් පමණි. එය අයිති විශ්‍රාමලත් තැපැල් ස්ථානාධිපතිවරයා ඔහු එය රුපියල් 5000 ක් පමණ වියදම් කර ගොවිතැන් කිරීම ගැන කනගාටු වනවා නොවනුමානය. මක් නිසාද, තවත් සති දෙකක් මේ විදිහට තිබුනොත් ඒ ගොයමෙන්ද වැඩක් වන්නේ නැත. ඒ නියැදියෙන් ගියහොත් මෝසම් වැස්ස ආවේ නැත්නම් ලංකාවේ කුඹුරු වලින් 10% ක වත් කරල් පැහෙන්නට ඉඩක් නැත.   
දෙවැනි ප්‍රතිඵලය බොන්නට ජලය නැතිවීමය. මේ සදහා ජලාශවල ජලය අඩු වීමට ප්‍රධාන කාරණයක් වන්නේ බොහෝ ගෘහයන්හි නියඟ කාලයට නිවසේ උද්‍යාන වලට ජලය දැමීමට පටන් ගැනීමයි. එලෙස අවශ්‍ය නැති  නිවෙස්වල පවා මෙලෙස කිසිම ගණනක් නොමැතිව හවස් වරුවේ උද්‍යාන වලට ජලය නාස්ති කරනවා බොහෝ විට මම හවස ඇවිදින්නට යනවිට දැක තිබේ. 

අපට මෙලෙස ලැබෙන මෝසම් වැස්ස ඉන්දියානු මහා ද්වීපයට ලැබෙන මෝසම් වැස්සේ පද්ධතියක් වෙයි. ඒනිසා අපට මෙන්ම ඉන්දියාවටද මෙම මෝසම් නියඟය තදින්ම බලපායි. එසේ වුවහොත් ඉන්දියාවෙත් අපේ මෙන්ම ගොවිතැන් පාලු වෙනවා ඇත. බිලියනයකටත් වැඩි ජනගහනයකට මේ තත්වය ඇති වූ විට සිදුවන ප්‍රතිඵලය ගැන කිසිම සැකයක් නැත්තේය. නිදහස් වෙළදපොල න්‍යාය වහාම ක්‍රියාත්මක වෙයි. ලෝක වෙළඳපොලේ සහල් මිල බලාසිටියදීම ඉහල යනු ඇත. දැනටමත් එය සිදුවෙමින් පවතී. 

මේ තත්වයෙන් ගැලවීමට රජය වහාම futures සහ options  වැනි වෙළඳපොල මෙවලමකට යා යුතුය. තවත් මිල ඉහල යන්නට පෙර වෙළඳපොලට මෙම නියඟයේ ප්‍රතිඵල දැනෙන්ට පෙර ඇති තරම්  ගිවිසුම් ගතව සහාසික ලෙස සහල් මිල වැඩි වන්නට නොදී සහල් සැපයුමද පවත් ගත යුතුය. 

ගෘහස්ත ජලය අඩු වෙන් පාවිච්ච කර අරපිරිමැස්ම සකසා ගැනීම සදහා කලහැක්කේ එකම දෙයකි. එය අමිහිරිය කටුකදායකය. 

ඒ ජල ගාස්තු වැස්ස එනතෙක් දෙගුණයකින් පමණ වැඩි කිරීමයි. එවිට තණපිටි වලට හැන්දෑවට බට අල්ලාගෙන සෑහෙන දුරකට අඩුවනු ඇත. මෙම වැඩි කිරිම වැස්ස ලැබුණු පසු පෙර තිබූ තත්වයට අඩුකර නියඟයට ගණන් වැඩි කල කාලය හා සමාන කාලයකට ජලය නොමිලේ ලබාදිය හැකිය. එවිට ජනයාද සතුටින් පිනා යනු ඇත්තේය. මක්නිසාද? ජනයාට මතක තියෙන්නේ ක්‍රියාදාමයේ අවසාන පුරුකය. 

නියඟයකට ලෑස්ති විය යුත්තේ මෙලෙසය. එසේ නැතිව ජනතාවට නොයෙකුත් වල් කොල කෑමට පුරුදු කිරීමත්, හමුදාව යොදවා බොන ජලය බවුසර් වලින් බෙදා දීමත් හෝ  සිරිසඟබෝ (307 – 309) මෙන් ජනනායකයා රුවන්වැලිසෑයේ මළුවේ නිදාගෙන වැස්ස වහින තුරු සත්‍යක් ක්‍රියා කිරීමෙන්   නොවේ.

Losing to wild ones; sharecropping with nature 

Have you ever wondered about the percentage of trees in a usual Srilankan garden that is planted by the owners of the garden? I have and  my well educated guess is about 10%. I am not talking about plantations or even small holdings of tea ,coconut or rubber ,but average home gardens in the size of about 20 perches or so.
I live few KMs away from Kandy city, just outside city limits. 

The village I live is not a town neither a city; like many city suburbs in the country nowadays , it’s a cross between a city and a village. When the  Grama sewaka lady told me last week that the population within his area of responsibility is 1520 people, all told, 

I couldn’t believe it. I would have thought our village has that many houses, because any direction you look you can see at least 5/6 houses. I disputed and took my phone out to do a quick calculation. There are 140022 GS divisions in the country. Roughly the population is 2 million , hence  2000000/14022 is 1428 people. so our GS division is very average one just 100 more than average population.

Going back to the subject of sharecropping , I said elsewhere in the post that my estimate of percentage of trees that have not been planted by the owners exceed 90%. Let me give a break down of this estimate of trees in a sample land holding of about 20 perches.

Of these trees only the nutmeg tree and  coconut trees have been planted purposefully. I am giving benefit of the doubt to the owners because I know for certain that some of the coconut trees could also have  grown on their own. After failing to collect fallen down nuts from trees. Because I know many coconut trees in our garden, especially in nooks and corners with difficult access are not planted, but grown.
WeIl  I do not know for what reason,we do not cut down trees even if they are not wanted in our garden. Probably because we just don’t bother about them when they are small, and its very expensive to cut a tree when they grow up now. 

The result is that they take up space , compete with useful trees for nutrition, water ,sunlight and space. Useful trees because they are not hardy as the wild ones ,  because wild ones grow from seeds that have won fittest survive  contest. On the other hand useful trees  don’t produce as much as they should because they lose.

taking tuktuks for granted















We take tuktuks for granted, most of us. For Young school leavers mostly from rural schools and not so popular schools in cities , whos parents cannot afford private universities or education abroad, this is the easiest avenue for an employment. One doesn’t have to have passed OLevels neither be fluent in English, to get this job, unlike any 8 to 5 office  work. Also you don’t need to go behind politicians to get a job in this sector, like state sector, because tuktuk driving  is  independent of any of those requirements. Probably that’s why we don’t see hordes  of less educated  youth in political campaigns these days , they don’t need political patronage to become a tuk tuk driver.
That’s the youth who rides tuktuks, everybody else too, take them for granted in various different ways. Take people who drive cars, when they are lost on the road  when they need to ask for direction , who would come to their mind? Many of us will ask a three wheel driver , because they are not only reliable but most knowledgeable too . They have to be, because it’s their field of operation of course.
They are also useful as providers of information. If you in a unfamiliar village and you are looking for a long lost friend, you happened  have only  some scanty information on him , his family etc. where would you go to get further information and if possible directions to his house? You will of course go to three Wheeler Park at the junction. The young men at the park are a pack of young men from various  scattered locations in the village. And also they would have many telephone numbers of their regular client. Asking them is like asking from whole village at a muster or tapping into CIA data base.
And for the villagers this is the , ‘the transport service’ available 24x7 at very reasonable rates.  Decades back there were CTB busses plying in  even not so populated rural roads according to time table ,like the 0430 bus for passengers travelling to catch Colombo bus  and 2130 bus for mostly drunkards . These buses didn’t have sufficient passengers to be economically viable but service was maintained nevertheless, because of political expediency   or sometimes because of  the fear of village protests. This loss making routes were one of the major factors for the almost bankrupt state of the SLTB I suppose.
Nowadays of course SLTB has been spared of that burden. It is not an exaggeration to say army of  over million  tuktuks  have pushed SLTB over the edge as the  core public transport system in rural areas. You rarely see villages protesting on roads, demanding a bus service for a sparsely populated village, because they don’t need busses now they have tuktuks.
Considering all this reasons we all should be thankful that there is a tuktuk service in the country despite their scanty regard  to rule of the roads. Its true that they are major irritant in traffic, they don’t look at the rear view mirror at all, just turn 360 degrees anywhere anytime, even if the width of the road is half the length of the radius of his turning circle.
 Also If tuktuks didn’t join our transport system our society would have had closer to one million angry young men looking for jobs and we know what happen when such large numbers are unemployed without hope. Because, we have failed to equip them for any productive work.
The other main issue we would face if tuktuks were absent from our  public transportation of rural mass is that it will come to a standstill without tuktuks. Just a single glance , at road traffic in the evening, is enough to realize the plight of the rural public transport system if the tuktuks are taken out of the transport equation.
