දුම්රිය මාර්ගයේ අලි ඝාතනය කිරීම වැළැක්වීම සඳහා වැඩ පටන් ගත්තෙමි

 

ඊයේ කොළඹ මඩකලපුව දුම්රිය මාර්ගයේ අලි හය දෙනෙකු දුම්රියේ වැදී මියගොස් සිටිය ආකාරය ා දුටු කෙනෙකුට ශෝක නොවී සිටිය නොහැක. මමද බොහෝ සේ කණගාටුවට පත්වුනෙමි. 

කණගාටුවට පත්වේ නිකම් සිටින්නටත් බැරිය. ඒ නිසා මේ වළක්වාලීමට ක්මන් ක්‍රමවේදයක් සැකසීම සඳහා වැඩ පටන් ගත්තෙමි. 

මෙවැනි වැඩකට පළමුවෙන්ම අවශ්‍යය ෙන්ම අදාළ තොරතුරු වෙයි. මම ඒවා තොරතුරු දැනගැනීමේ පනත යටතේ මනාගම නමාතයංශයෙන් ඉල්ලා සිටියෙමි

I am writing this mail to obtain some information under the right to information act no 16 of 2016.

Last night I saw on a  national news channel that 6 elephants have been killed due to a collision on the Colombo Baticoloa railway track. This has been happening for many years now but it appears that all the preventive measures that have been taken has had no positive results.

I am a patent holder and also was a pioneering member of the research and development committee of the MOD during the height of the war.

I wish to look for a solution using Hi-Tech accessories available off the shelf, to prevent this stain on the nation's reputation. 

For this development I need following information as early as possible.

1. Number of elephants killed on railway tracks for  last 3 years in Sri Lanka 

2. The locations of the above incidents 

3.dates of above incidents.

4. Distribution of railway stations on the tracks that had elephant collisions during last three years 

5. The distance to that railway station in above 4 from Colombo fort railway station

මේ ඉතාමත් ශෝකජනක ,  දුම්රිය පාරේ වල් අලි ඝාතනය වැළැක්වීමට පහසු ක්‍රමයක් තිබේ. එය මෙතෙක් නොකරන්නේ ඇයි දැයි සිතාගැනීමටත් බැරිය. 

කළ යුත්තේ නිතරම අලි හැප්පෙන ප්‍රදේශය පටන් ගන්නා දුම්රිය ස්ථානය පසු කරන වේලාවේ සිට, එම අනතුරුදායක ප්‍රදේශය  පසු කිරීමෙන් පසු මුලින්ම හමුවන දුම්රිය ස්ථානයට දුම්රියක් පැයට හැතපුම් පහළොව ගණනේ යාමට ගතවන කාලය ගණනය කර, සෑම දුම්රියක්ම; විශේෂයෙන්ම රාත්‍රී දුම්රිය, එම දුම්රිය ස්ථාන දෙක අතර ගමන් කිරීමට ඒ ගණනය කර ඇති කාලය ගත කරනවාදැයි පරීක්ෂා කිරීමය. 

එවිට සෑම දුම්රියක්ම ආනතුරුදායක ප්‍රදේශය හරහා පැයට සැතපුම් පහළොවකට වඩා අඩු වේගයකින් ගමන් කරන බවට  සහතික කර ගත හැක.

රාත්‍රී දුම්රියක ින් ගමනට ගතවන කාලය පැය දෙක තුනකින් වැඩිවීම මගීන්ට ලොකු ප්‍රශ්නයක් විය නොහැක.

තාක්ෂණය භාවිත කර  මෙය සිදුකිරීමට සවිකර ගත යුතු උපකරණ ලක්ෂ පහකට අඩු මුදලකට සවිකර ගත හැක.

 මට පසුගිය සතියේ එක වර්ගයේ කෝල් දෙකක් ලැබුණී.

එක ඇමතුමක් messenger එක හරහා ලැබුණේ වානීජ නෞකාවක  ඉංජිනේරුවරයකුගෙනි.. ඔහුගේ නැව ඒ වෙලාවේ දකුණු අප්‍රිකාව අසලින් ගමන් කරන බව කීවේය. අනෙක් කෝල් එක  ඔස්ට්‍රේලියාවේ ජීවත් වන මගේ පන්ති සගයෙක්ගෙනි. 

දෙදෙනාම කතා කළේ ගොවිතැන ගැනය. ඔවුනට ටිකක් වියදම් කර  නවීන තාක්ෂණය යොදවා ගොවිතැන් කරන්නට උනන්දුවක් ඇතිවිය තිබෙන බවත් ඒ සඳහා මගෙන් උපදෙස් ඉල්ලා සිටියහ. 

මෙය අපේ රටට ඇතිවන ඉතාමත් ධනාත්මක trend එකකි. 

මෙලෙස දස දහස් ගණනක් පිටරටවල ජීවත් වන අය සැලසුම් කරනවා විය යුතුය. ඔවුන් මේ වියදම් කරන්නට ලෑස්ති වන්නේ ඔවුන් දහඩිය මහන්සියෙන් හම්බ කරගත් ඩොලර්ය. 

ඩොලර් නැතිව දුක් විඳින අපට මෙම උනන්දුව මහඟු අවස්ථාවකි. 

මම පසුගිය කාලයේ මිතුරෙකු ගේ මිරිස්වගාවකට මාස කිහිපයක් උදව් කළෙමි. එය සිදුවූයේ වැල්ලවාය ප්‍රදේශයේය. ඕනෑ තරම් රජයේ ඉඩම්; ඉතා හොඳින් ජල පහසුකම් ද ලබාගත හැකි, නොයෙකුත් නීතිමය පැටලුම් වලින් සිරවී හරි ප්‍රයෝජනයක් ගැනීමට නොහැකිව තිබෙන ආකාරය මම එහිදී දුටුවෙමි. 

රජය වහාම කළ යුතු වන්නේ ඉඩම් සියල්ල ම හරියට ගණනය කර න්න ඩේටා බේස් එකක් සාදා එම ඉඩම් අවුරුදු දීර්ඝ කාලීනව බදු  ලබා දීමය. මෙම ඉඩම් විදේශ මුදල් වලට ්‍රී ලාංකිකයන්ට බදු දීමට සලස්වන්නේ නම් මෙලෙස උනන්දුවක් දක්වන පිටරටවල ජීවත් වන ශ්‍රී ලාංකිකයින්ට මෙම ගොවිතැන් ව්‍යාපාරයට අවතීර්ණ වන්නට පුළුවන. 

ඔවුන් රටට ඉඩම් මිලදීගැනීමේදීම විදේශ  ගෙනෙනවා පමණක් නොව  අලුත් තාක්ෂණය එසේම රැකියා අවස්ථාවන්, නිෂ්පාදන පිටරටට යැවීමෙන් රටට බොහෝ අවස්ථාවන් ගෙනෙනු ඇත. 

මගේ පන්ති සගයා සමග මේ පිළිබඳව කතා කරමින් සිටින විට remote control වගා කිරීම නම් ඒ තරම් හොඳ දෙයක් නොවෙන බව මම ඔහුට කීවෙමි. 

"පිස්සුද මම ඒක දන්නවා අපි මේ ඇවිල්ලම කරන්නයි යන්නේ" ඔහු පිළිතුරු දුන්නේය. ඔහුගේ උනන්දුව තිබුණේ අලි පේර වගාවක් කිරීමටය.

මම පසුගිය වැය යෝජනාවලියෙන් බලාපොරොත්තු වූයේ මෙවැනි අදහස්ය.

I received two similar calls last week.

 One call was received through messenger from an engineer of a commercial ship.. He said that his ship was passing by South Africa at that time.  The other call was from a classmate of mine who lives in Australia. 

They both talked about farming.  They asked me for advice on the fact that they are interested in farming by spending a little money and using modern technology. 

 This is a very positive trend for our country. 

 Tens of thousands of people living abroad must be planning like this.  They are willing to spend their hard earned dollars. 

 This interest is a great opportunity for us who suffer without dollars. 

 I recently helped out at a friend's chilie farm for a few months.  It happened in Wellawaya area. There I saw how plenty of government land; with water facilities  available very well,  are stuck in various legal entanglements and are unable to take advantage of them. 

 What the government should do immediately is to create a database to calculate all the lands properly and lease those lands for a long period of years.  If these lands are leased to Sri Lankans in foreign currency, interested Sri Lankans living abroad can enter into this farming business. 

 They will not only bring the country foreign currency while buying land, but also new technology as well as job opportunities and sending products abroad will bring many opportunities to the country. 

 While talking about this with my classmate, I told him that remote control cultivation is not such a good thing. 

 "Crazy, I know we're going to do this after coming," he replied.  His interest was to grow an avocado plantation.

 I expected this kind of comments from the last budget proposal.
